My corp is fiercely anti pirate and im loving the the gang fights but this has left me with a bit of a problem when my corp mates are offline and im flying solo.
As ive been playing less then a year, pretty much everyone thats pirate totally outclasses me and usually has a big gang waiting in a nearby system waiting to gank so its been a bit hard to find targets.
This was a big problem til i got my hands on a stealth bomber :)
Im loving my nemisis (ive gone gallente as was shortest route for me and i dont see much difference from manticore)
Fitted for low sec:
Highs:
3x Malkuth Siege Launchers
Covert Ops Cloak
Mids:
1MN AB II
Meta 4 Target Painter
2x Meta 4 Sensor Disruptor
Lows:
Co Processor II
Ballistic Control II
Rigs:
2x Sml Hydraulic Bay Thrusters
(Im thinking i should put an offline module in the spare high slot between the launchers and cloak to act as a heat sink as its expensive repairing the cloak.)
Im having lots of fun hanging out at belts watching a pirate pick on some poor guy (who then becomes my helpful tackler) and unloacking and punishing him for their evil crimes. Yes its sneaky and cowardly but oh look here comes the rest of the pirate corp in battleships and hacs to gank that poor lone drake, now im doubly glad i didnt try to take on the pirate solo in my brutix.
There is one major drawback to the stealth bomber though...LOOT its a bit rare to get any most the time someone else beats you to it or theres still pirates in the belt.
So ive found that since ive little chance of full on face raping pirates when im solo i can atleast have fun ****ing on them from a distance. I want to see about coming in closer to the fight like 30-40km range where i can stay mostly out of harms way but can still get my hands a little grubby and maybe beat others to the loot.
Can anyone suggest some good Caldari/Gallente Cruiser or Battlecruiser sniper fits preferably with a cloak so as not to scare the pirates off before they commit to attacking others.

Hmm i've not played that long but from what experience i have gathered many would see the dominix as a very good battleship, good tank, good versaility. But my anti dominix side tells me the megathron would make a good canditate aswell.
The mega got the advantage of being able to field a strong tank, a full set of heavy drones, can fit 7 rails or blasters and put a cloak in that 8th high slot. The Hype is strong also i've noticed from fleeting with them, but i'm not sure it would be to efficent in a setting like this. So for gallente, mega or domi.
As far as caldari counts for, that i am not to sure on.

You cant really fit a cloaky sniper. Due to not being able to fit the cov ops cloak. and a normal cloak has a huge targetting delay while also gimping your scan res. You CAN fit a blackops ship as a sniper, with a cloak too... but its hardly cost effective and very very skill intensive.
If you want to solo.. go nano. Nano vexor is a good cost effective ship.
I want the old stealth bomber back, i miss sitting in the top belt and one volleying to two day old charactor in the merlin :(

Bit confused on what it is you want now. A sniper or something that fights at 30-40km. Not to mention you can fight at that range with a bomber too, because of the massive missile velocity bonus; you can get around 60KM range with perfect skills.
But if you want something else to fight in, and it should be gallente, and it should be cloaky, I suggest the Arazu. The long point is pretty hawt, and I guess it should make short work of pirate frigates and t1 cruisers. Because a cloaking device that ISN'T a cov ops cloak absolutely wrecks your chances of unexpectedly attacking someone, it's not recommended.
