Though the harb/cane issue is one that's very much open for debate, the sleip vs abso goes to the sleip, period. Sleip has variable damage, more of it, an awesome tank, and much, much more range than the abso (keep in mind an abso with scorch completely stops doing damage at about 30k, and a sleip with 425s and barrage will be doing more than half its damage at that range) Plus for small gangs (where field CSs shine, along with some solo work) an active shield tank will serve you better than a passive (or active for that matter) armor tank. Oh and did I mention that ACs track better as well?

Oh and did I mention that ACs track better as well? I actually fly both Amarr and Minmatar primarily (I can fly everything but I do Amarr/Minnie way more). But my experience with the Abso and Sleip is almost completely from Sisi and I don't like command ships anyway. And no, the difference in quality between the Absolution and the Sleipnir is MUCH, MUCH smaller than the difference between the Prophecy and the Harbinger or Drake.
