Im the only one in my corp. I proposed all the BPs for an unlock vote. I voted to unlock everyone.
2 days later they are still locked.

if you dont own any shares of corp, it dosent matter how you vote, it fails. On sucksesfull vote you need to take separate sanconable action to actyally unlock it.

Locking blueprints is the most useless activity known to pod-pilot kind!
Better is to have a query only access to a division containing blueprints for corp member use and the ability to rent factory slots as well as a corp wallet division too.
That way they can a) supply their own minerals and put the isk in to the wallet division for manufacturing purposes or b) build items on behalf of the corp using the corp stock of minerals that you want them to.
The benefit of either of these scenarios is that the blueprints and minerals are safe and you only need to keep one hangar and wallet division for this use.
Call it a title and it's a simple click for each member you want to have access to your blueprints. Some corps restrict users to using corp copies but that comes with its own set of logistical worries.

Only I and my my alts belonged to the corp. I locked someone the BPs a long time ago when I was learning about hangers corps etc.

If Vote passed :P as CEO go to Politics tab in your corporation, then Sanctionable atcions (next to Votes), and finally Not in Effect. You can unlock them there.
