Multibillion bounties mean little...it means your alt can just pod you and youGÇÖll get your money back. Change the rules this way: only a victim of a criminal flag can place a bounty on the perpetrator, or the character delivering the final blow, or all aggressors if podded, and only while the aggression timer is active. The intent is to give meaning to bounties rather than artificially create victimless bounties. It would be easy enough to add data such as who, when and where a bounty was placed or collected to a characters km page or something.
I propose Bounty Hunting become a profession. This proposal is one of many professions I am developing under the philosophical belief that professions need to have value and meaning. A Bounty Hunter requires a minimum 5.1 security (this gives meaning behind having uber high security status). Bounty Hunters may attack ships being flown by characters with a bounty without Concord or Faction Police interference or security status loss. A Bounty Hunter cannot have a bounty or have one placed against them. A Bounty Hunter will not be penalized for collateral damage so long as the target is a player with a bounty. Otherwise, Bounty Hunters are subject to the same security status loss as any other character and response by Concord or Faction Police as appropriate. If the resulting security status drops to 5.0, the character looses all rights to be a Bounty Hunter (this gives meaning to the fact that security status of 5.1 and higher is a once in a characters lifetime highest). Bounty Hunters fly ships that are designed to kill pods through mods and skills. Bounty Hunters may pay a fee (say 20% of bounty) to an NPC station to involuntarily undock any specifically named character with a bounty. A minus 10 character with a 100bil bounty who flies an alt to preserve some sort of record is not safe staying static at any single NPC station. A Bounty Hunter could post rewards for information leading to the podding of a character with a bounty. In Highsec, a Bounty Hunter may request Concord or Faction Police backup. In Lowsec and Nullsec, a Bounty Hunter would not be able to operate as easily without high skills or support. Bounty Hunters should be limited to one per corp; corp must have minimum of 30 members; corp should be rated GÇÿActiveGÇ¥ or higher at evewho.com. If you have a bounty, you should be concerned when you see a flashing green iconGǪas others are when they see a flashing red one! Current character bounties would not be nerfed. Ideas IGÇÖm sure are forthcoming.
so then I can become a BH move to null and wreak havoc on the innocent with my uber toys and become a pod killing machine with absolutely no consequence .
yea, I see no issues with that plan especially the forced undocking, should be a real treat
