Is that so?
I presumed can flipping wouldn't be allowed, since a flipped can isn't really any different from a bait can.
Its not my area of expertise... where does the difference come in, and how do CCP justify one but not the other?
Can baiting happens at stations, can flipping happens near asteroids.
