Hello Im sure someone has sceen or said this before in some way; but i have an Idea for CONCORD to release Civilian Versions of thier ship hulls through thier Agents
[Before anyone starts going off on me about how overpowered they would be notice i said "Civilian Version" much like the new scorpion hull to be is the Civilian Version of the Navy's]
This is the Proposal:
CCP Once said they would not do EOM or Rouge Drones Faction ships in the market because A: EOM have no stations sov or LP: Rouge Drones have Sov but no stations and of course the commented "Evil nanites wouldn't like pods to much" it is underestandable why they don't have marketed "Faction Ships" for public use.
However; CONCORD has A: Sov B: Stations C: Agents D: LP and multivariate's of their ship hulls
[ Concord is all 4 races in 1 ship so it stands to reason the civilian ship would require say; all factions frig at 3-4 or cruiser at 3-4 and BS at 3-4 as an example; this training time would affect its market value in some ways; but in the overall longrun it would cost about the same as any other faction BS; possibly 650-750m]
Notice the Concord ships are stealthy Notice They use Hybrid apearing weapons Notice they have fast lock times
So in all reasoning a "CIVILIAN" version would get [ BS hull Static Bonus: 75% Hybrid weapon Damage BS Skill 1: 5% Shield resistance per level BS Skill 2: 15% Cloaked Speed per level 2ndary BS skill: none 3rd BS skill: None [the other 2 races skill needs would be 2ndary andn ot provide a bonus to avoid overpowering the ship in bonuses]
As Example This CONCORD BS would fit acordingly 7 high-slots 6 medium-slots 4 low-slots
High slot 6 Gunpoints +1 extra high for cloak/probe launcher or anything the pilot wants
Medium Slot 6 Allows for Passive shields or Active shield tanking [ the recharge would be similar to say a drake with implants but not better than a rattlesnake]
Low Slot for capacitor damage or defense modules [say 3 shield power relays and a magnetic field stabilizer or damage control; or all 4 slots could be capacitor power relays for active tanking; much like the chimeras 4 lows; this would allow its shield to be balanced active or passive with other battleships as its capacitor could be unstable if not fitted properly
Now to answer some questions i think will be asked about the above [ tho CCP can decide on whatever they want as to its possible fititngs and bonuses all that was an example]
Cloak Bonus: No faction ship has a cloak bonus; you have to train tech 2 for that and this would fill that missing gap [ cov-ops and black-ops]
Frig hulls and Cruiser hulls; the same bonuses could apply for them you could make a nasty interceptor; but say it meets the blood raider one; the blood raider one neuts it webs it and kills it; say to counter the web and neuting/100% damage bonus the frigs lock time is high and its sig-radious is low; evening the feild with speed and stealth the frigs would be evenly matched but not better; pilot preference if they want webs neuts and lasers over stealth hybrids and resistance
and the cruiser would be simaler to the vigilant or the ashimmu; it could get say a stasis range [ not stasis speed bonus as the ashimmu alredy has that as a cruiser] stealthy and some resistance
the Nightmare: can have near 200% laser damage bonus if not over with all skills at 5/ implants + tracking The Bhaalgorn: can have near 150-175% laser damage with the same + neuts + stasis the Macherial: can have roughly 75% DPS total bonus and 50% range bonus with level 5 skills and a nasty nano the Vindicator has roughly 55-75% hybrid damage: and then 50% velocity of stasis per level Navy Raven: just an extra launcher [overall] Navy Apoc: looks realy nice: more armor Fleet Tempest: +1gun Navy Mega: More Drones
No faction ship has a cloak Bonus and this would fill that gap perfectly. To be honest I would never trust players to create fair and balanced fittings. ESPECIALLY for new ship classes.
But that is something CCP would have to do anyways so it's not all that bad.
+1 confirming that concord ships would be awesome. And basically no work needs to be done since the ship models are already in the game.

Why do you have all this cloaky stuff? Concord is almost the complete OPPOSITE of cloaky. They're suppose to be advertising their existence.
If anything, Concord ships should be getting bonuses to Ewar, warp scramble/webbing, and Cap neuting. Especially neuting.
Concord hulls should probably have bigger sig radius though to make up for it.

See the whole point of this is to fill the missing ability with a faction ship for this; the hulls of concord are actually supposed t o be Covert and even look as such; They don't warp into belts to save people or at stations; they "Appear" and when you look at the ship hull name in-game it even hints to that; what you say is already done by other faction ships; there is no need for more of the same.
Example: Blood raiders Web/Neut Seprentis Web/ Damage Guristas Drone/Tank Sansha Damage/tank Angel Speed/DPS
Notice nothing from any faction gives a bonus to Stealth What i've proposed is Stealth/Damage of course shield tanking forces players to devote a good portion of their tank to tackle gear; and poses capacitor problems as well to the unwary. I think this is a really interesting idea, and would love to see some pilot-able CONCORD ships! You've clearly done some thinking on this front here blade, which is great to see, rather than the *WE WANT CONCORD SHIPS* posts If you really think something is worth having try and show it, rather then expect people to work it out for themselves. great idea Plus the idea of some new hulls is good!

Yes the whole point of this is to bring in a new set of hulls that are Balanced en-par with other faction ships; as stated before. and to fill the missing void of Covert ops T1/F: Unlike the T2 Ships These wouldn't be able to warp cloaked; nor be as fast while cloaked; but it still would give general bonuses and be great for places such as wormholes; or general tasks such as missions high security low security or even null; without overpowering everything but being worth the faction status as other ships.
the BS: Slow and above average damage; but can move at the same speed cloaked with a nice shield tank that could turn into something outstanding with high skills and the right setup
The Cruiser: not like the BS is faster and more agile; could do well as a tackler and be stealthy with a moderate shield buffer.
The Frig: great tackler; moderate damage; Does not beet and interceptor but can take on other faction frigs while holding its own with missiles or guns; or both to pilot preference.
When it comes down to it you could say my idea looks like this so far: BattleShip: the bulldozer Cruiser: the support Frig: the flyswatter [ i am horrible with nicknames please forgive me ;)]
But Please continue asking Questions, my goal is to make this idea come to life no matter how much work is needed i will do to get the proper answers.

PS: Using Blasters on the ships seem to lack alot of range; Railguns wouldn't seem logical to use either however at close up; Any ideas which would work better on these ships? Vote A: Railguns Vote B: Blasters Vote C: Other [please state weapon type]

I think Concord is a potential route for adding new ship designs to the game. Concord work with all factions which allows a large degree of flexibility not only in fitting and bonuses as Blade has demonstrated but new hybrid models. Not just a simple skin change you can mix and mingle Amarr/Caldari ship constructions. Anyway I think its something good for the developers to ponder.

---------------- Weapon Discussion ---------------- This Post is to talk about Weapon choice and why.
My friend aproached me on my thread and asked me "Why not make these ship's Universal?" At first i thought me meant armor tanking; he responded with "No i mean as in no set gun bonus; but have a bonus to all "turreted" weapons"
Looking at this form of bonus would apeal to anyone using guns; a minmitar player with spec artilary skills could sit in and use his weapons of choice; while an amarr player can sit in and use his or her beam/pulse lasers to full advantage and on the other end a galente or caldari player could use thier hybrid weapons all the same.
Q: Wouldn't everyone just use projectiles then for massive DPS? A: The big thing is close range combat; Howitzers tend to have horrid tracking and are only good at range [with huge powergrid issues but very very nice alpha] and Autoguns are great at close range but have very limited falloff.
Q: What About lasers? A: Lasers would in fact be a great choice "IF" you have very high capacitor skills, Remember these ships are shield users; energy consumption would be on the high end and risk draining yourself quickly. Lasers dont do nearly as much damage as howitzers but the constant ROF and DPS they provide with high end skills can make them worth the capaciter use.
Q: Why not stick with hybrids as you had mentioned? A: Because Hybrid weapons tho are nice are very one sided to extreams; Railguns are so far out and blasters are so close in; it is hard to reach a proper middle gap.
Q: Why the multi racial weapon Idea? A: Concord is all 4 races and if a pilot wants to use Projectiles; Energy weapons Or hybrid weapons; this allows advanced players to fully customize their ships to deal the weapons they have trained so long to get.
Imagine: a Cruiser hull comes into grid and you both are in the instance of 1 on 1; he could be using lasers he could be using blasters he could even be using autoguns or EWAR; you cant tell what the ship is using without taking the time to scan down their fit; look really closely at their hull with your camera or wait till they fire first; in all aspects this adds an "unknown" element to combat; is he covert fit; mission fit; pvp fit; what are his weapons? what are his optimal ranges? this adds more aspects to take into consideration than the favorite "its a drake we know exactly what hes using" [unless you a smart drake pilot *wink* ]or a brutix "we know hes using blasters and speed with drones" the myrmadon is a excellent example: it can nano it can shield tank it can armor tank; but best of all it can use any weapon type without worries of losing out on ship bonus.
in short: training the 4 races ships is a must; but you should have the ability to use the weapons you love and have worked hard for; be it artillery lasers or hybrids.
Q: why not missiles? A: Concord ships do not use missiles so lets not deviate to far.
[ So instead of a Hybrid turret bonus only the new bonus to weapons for all concord civilian hulls will be: 3-5% to all turreted weapon tracking / damage or maybe falloff as an example ]
The following skills would be appropriate for each hull

Some of the CONCORD ship models are nice and its always nice to see new hulls added to the game, so I'm not opposed to the concept, but it doesn't work from a lore point of view.
From memory CONCORDS ships are supposed to be very lacklustre, but are augmented by Jovian tech of some variety. It's supplied on the understanding that it's used with a very narrow remit. I can't find an internet source confirming that tbh, but its spoken about (again from memory) in the Empyrean Age novel.
Tl;dr: Eve's lore would currently say 'no'.

While this is 100% correct: the point of a Civilian hull type is to use standard technology for public use; it can look a little different; be way underpowered in contrast [like the 9 railgun toting guristas raven with missiles] but it still something for public to work with and add that much more diversity and "love" to the game.
They may be lackluster and slightly odd in shape; but as are other ships; like the blackbird; Osprey; some other gallente ships and such.
Now at this point these ships can be even a variant of concord hulls; different color; slight shape difference; but as-long as it stays true to nature it would be a great addition to the game. Q: So why are you saying shields on these ships; shouldn't armor be better? A: Yes for PVP armor is generally better [for PVP ]; but if these ships were armor tankers; they would have a to far advantage in PVP over other ships.
Q: Dont we want a great advantage? A: Yes but then balance comes into play and then the ship is too "overpowered"
Q: OK balance, but isn't concord all races? A: Yes; but in terms of this They are able to use all race weapons and retain the high technology level of superior shields [as shields are more advanced than armor plating if thats not obvious ]
Q: But wait isnt self regenerating armor highly advanced and isk saving on repairs? A: Yes but if you look at it; shields can take far greater sustained punishment than armor.
Quote "Armor tanking makes me awesome at PVP because i can tackle and tank and nano at the same time :D" This is exactly why shields would be better to avoid overpowering the ships; if you want to mission in them you don't need to sacrifice anything and worry about the consequences; if your going PVP be forewarned you lose a portion of your safety to go after and kill someone.
General Reason: If you want to PVP, Sacrifice some of your protection, Armor tanking nano domi's with drones neuts/blasters and tackle that are relativity cheap to fit and are seen everywhere
Lets stop and make experienced pilots think about what they are going to do Lasers: good damage nice ROF/ cap suckers Projectiles: high damage low ROF/ power-grid suckers Hybrids: moderate damage moderate ROF/ moderate cap sucking
Effects on shield tankers Lasers: Cap-drain [AKA Nightmare syndrome] Solution: Focus on capacitor skills/ fit accordingly
Projectiles: Power-grid drain Solution: power-grid skills/ fit accordingly
Hybrids: moderate damage/ moderate cap drain Solution: damage mods/ skills
Q: Hybrids seem to work the best? A: The downside to Hybrids are the ranges they operate at; to hit anything up close you would need to use blasters; but as soon as your target gets at range; blasters become useless, Rail-guns are the opposite of blasters and become worthless at close up. [projectiles are the same Autoguns/howitzers]
Q: what about lasers? A: while beam lasers can theoretically operate at long and short ranges and so can Pulse lasers: they drain a substantial amount of capacitor from you.
Solution: Limited Drone space Reason: Drones can provide intermittent support in those "blind spot" ranges

Situation 2: [in a battleship hull ] Optimal: 12km Target: 50km [any target] Drone Space:75m3 Solution: Small/medium T2 drones to support DPS on target.
Reason for 75m3 drone space: It allows the use of medium and light; or pilot choice of limited heavy drones without giving to much power on drones keeping the user of said ship focused on his current armament [keeping Dominix Syndrome at bay]
Short Explanation: To PVP you sacrifice part of your saftey keeping this ship in balance. Recommended use of ship in PVP: Fire support role with a dedicated tackler [such as a frig] Unrecommended to Solo use.
the Frig hull and Cruiser hull fill the role of tackler far better [if it was not obvious with lock time alone]
All in all shields would be far more inline than armor tanking said ship hulls. [ unlike you Gallente PVPers http://www.vadimus.com/lolthorax.jpg ] If you disagree with the fact that armor tanking makes PVP much easyer and slightly unfair to ships that can only shield tank [ in terms of being able to solo] Please say why [ logically and the entire process ]and ill revise my statements

I think this is a really interesting idea. I would do it a little differently.
Concord ships, as you stated, are all the races rolled into one. It would make sense if they were much more powerful than normal BS's ships, even factions ships. The spec you laid down, and I read them, and listened. We are all going to be a little bias based on what we want to see. I see a lot of shield tanking. High mid slots, with less lows.
Since they are every race of ship. It should be EXTREMELY flexible, more so than t3 cruisers, and equally powerful. They are after all, law enforcement ships, even in todays world, Law Enforcement is better supplied, trained, and equipped than criminals. In order to reflect this, theses ships need to be on the same level as The Bhaalgorn, Rattlesnake, Vindicator, Nightmare, and Mach. I would give the ships an even number of slots. and very generic bonuses. All this power, should have massive skill requirements. In order to fly a frigate, you should have Amarr, Caldari, Minmatar and Gallente frigate at 5, then must train CONCORD frigate aswell. These ships should be very difficult to get.
Highs: 8 slots Mediums: 7 slots Lows: 7 slots
Turrets: 7 Launchers: 6
As for the bonuses i would make them allll skill based! say...
Static Skill: 37.5% to Stasis Webificatition Range and Effect (all of them, projectile, hybrid, and energy) CONCORD BS Skill 1: 10% bonus to Large Turret Damage per level (all of them, projectile, hybrid, and energy) CONCORD BS Skill 2: 7.5% Bonus to Armor and Shield resistances per level CONCORD BS Skill 3: -5% bonus to the effects of EWAR (making them much harder to simply lock out, or neut to death) Role Bonus: 15% bonus to Armor Repair , Remote Armor Repair, Shield Booster, and Shield transfer, per level.
I am just screwin around, and i thought all of this up on the go. It would be nice to see a ship that would be strong enough to patrol lowsec, be able to fend off fleets, and fight even when out numbered.

I think this is an Excellent Idea. I would absolutely love to fly a Concord SWAT Battleship, it is the one ship in EvE I have been wanting to fly since I started.

in one of the chronicle it confirmed that a concord ship piloted by a caldari captain was using tachyon beams to collapse a stations shield to allow a ship to dock
i feel that concord shouldnt have a weapons bonus yet it should have the cov ops bonus and a bonus to all electronic warfare
it should cost alot in lp and have a sec status of above 8 requirement

Rather than a specific weapon bonus, they should get a different weapon bonus from each racial skill, the secondary (cloak) bonus should come from the Advanced Spaceship Command skill.
IMO that makes more sense, a stealthy and high damage ship would be a touch overpowered with tank bonuses as well. _ Oh, mighty pole-up-ass-ee! The link to a page which did not even leave the domain which you clicked entirely voluntarily and so deeply offended you has been removed! Cheeez |

by civilian they mean toned down something that isnt the omgwtfbbq level that concord currently has
its like instead of concord putting all the shiny electronics and modules on they just give it to some of their most loyal capsuleers without the insane bonus their classified version have
its like the police version of cars ( you can buy them after they are retired but they are toned down

As of today i have been flying many faction ships, in fact i have tested and flown all of them in many situations, and by my math releasing these hulls as i have proposed, would keep them in par with the rest with no super advantage or dis' advantage. Personally i would love to keep this idea alive for CCP to see and hopefully comment on their reaction.
