We all know that low sec is really no place to go just for fun. All you get is pirates and anti-pirates, bla bla bla. But wait! How about we just let those big bad pirates into empire space.
Basically the pirates standing with the factions would cancel out their Concord standing. Say a person has -7.3 Concord standing but they have 8.0 scanding with the Caldari faction then their standing in Caldari space would be .7, Caldari faction police wouldn't attack them.
These pirates would still be flashy to the rest of the empire players and could be attacked freely, and yes the pirates could fight back w/o Concord intervention, it would work just like aggression.

I disagree only in the sense that pirates are pirates for a reason....they like killing other pilots. The general population in Empire space don't gear up their ships for PVP, rather they are set up for PVE which makes them very easy targets and therefore lots of upset carebears.
If carebears wander into dangerous space and get blown up, shame on carebear. If pirates are allowed to go into empire space as you suggest and kill carebears freely, shame on CCP for allowing that and slowly cutting down their subscription base.
The benefit of empire space is low chance of PVP unless invoked through agression timer or simple one-one. If pirates want to kill people, stay in low/null space and kill away. Pirates that want to come to Empire space only want to come there so they can get easy fast kills for their killboard anyway. Stay in low sec and face other skilled players like a man.

yeah got to agree there with you there is more than enough crap to deal with in high sec with likes of can flippers, ninja looters, greifers, war targets, suicide ganking etc without letting pirates in also high sec supposed to be a place to introduce new players to the game not gonna get or keep many new players if pirates are allowed to pod them no matter where they go not to mention the detrimental effect that would have on mining and prices of gear due to lack of miners willing to mine anywhere without massive armed escorts lol so bad an idea definetly not supported

there is no difference between pirates and non-pirates; both sides pvper just like killing other players.

Pirate chose to go for flashy red...want the outlaw status take the downside that empire access is a pita that comes with the eye patch as well.

Technically anyone with a sec standing below 0.0 is an outlaw. You just can't freely shoot at them 'till they are -5.0 (or -5.01, I can't recall). It would be cool if they revamped the bounty system to include a way for high sec status players to be able to freely shoot at players -2.0 or even -0.01. They should also take out the sec status gains in null sec. No status loss, no status gain.
Sec status should give an indication of player play style.

What he's describing is a Privateer. A pirate in good standing with a particular nation who refrains from pirating vessels owned by that nation, thus helping ensure their monopoly.
It isn't a bad idea but some other stuff would have to implemented with it. Like a place where you sign up for your privateers license, and a restriction on...
Killing pilots in good standing with that faction? Harvesting new and lucrative low-sec convoys (NPC Anomolies) belonging to that faction? Killing Pilots flying under that factions Flag (100 million ISK per ship)?
Namely doing those things (whatever they would be) would sink the faction standing and get your license pulled.

I hate myself for saying this, but NO, it's a bad idea, the bears need SOMEWHERE to be relatively safe. They can be suicided or wardecked as it is, allowing general piracy in hisec thru grinding faction standings will cause a mass exodus from the game and nobody will build my autocannons. So as fun as it would be for a few weeks, my longterm EvE addiction says GTFO.

But that would negate the point behind sec status. Would be abused. If a caldari standing pirate...have open access to empire resources in caldari space. No punishment for bad security status beyond vigilante empire peeps. Which won't happen most times. Most just let them be. Even I let them go on merry way if I see them (my alt empire interests are to make money to keep main in ships and ammo, less people I aggro...less headaches I have).

Sorry, but this sounds too much like a pirate wanting to be flashyred but also wanting the use of hisec.
Claiming that is to 'sex' up hisec and make it more interesting for the bears is simpy smoke and mirrors.
Can't have everything mate.
