To sumarize the useful signal and ignore the noise...
Amanda Mor and Italian Wedding sum up the issue succinctly: the AFK player should not have a monopoly on fear. There should be no reward for inactivity.
Implementation suggestions:
Two ways to fix cloaking: 1) allow probing after some time; 2) decloak after some time. (Amanda Mor & Vorekk)
Both require some way to detect AFKness. Ideas are: a) lack of keyboard and mouse input; (easily defeatable) (foksieloy) b) intellegent keyboard or mouse input. (bot defeatable) (op)
(and we also need to cover people who run multiple clients on a single machine, meaning that input must be directed at the active client and not just any client)
Although I agree with Amanda Mor (when a player is active, cloaked ships should not be scannable), until a non-defeatable way to detect player presence appears, I'm going to have to suggest: 3) set a maximum limit on cloak time per 'cycle' for ships carrying weapons regardless of player activity.
Here a 'cloaking capacitor' on a potentially destructive ship needs to recharge before the cloak can be made active again, similar to on-lining a module while undocked (the cap needs to be at 95% before on-line succeeds).
Bots could still keep a combat ship cloaked half of the time while a player is away (despite CCP rules bots still happen) but the more time a destructive ship is cloaked, the more time is required to be uncloaked. Docking should also reset the 'cloak capacitor'.

I totally agree, it's a huge problem, however it'll only be fixed when CCP finally gets off their ass and nerfs player emotions. When I am bored of my alliance ratting ONLY 23/7 I go to some fail ratters system with an alt and sit there cloaked at a safe spot, the drama in alliance chat is soo fun at that point <3

Require a special structure in a Sov system that requires skill (not skills, actual "talent" wiki it) to operate with any effectiveness... people in non-sov or lowsec should stop caring so much about cloaky AFK and start worry about people jumping into their lame gate-camp.

CCP finally needs to remove local chat so these cowards cannot abuse it to strike fear into the honest carebears soul!

People in lowsec seem to generally not care one bit about these griefers, but the general state of readyness is much higher with the playerbase there.

The Dramiel I CAN see is far more scary to me than the AWAY FROM KEYBOARD player that is cloaked and cannot interact with me in any way other than taking up a slot in Local.

You want to know what is scary? A really good Vagabond pilot. A half dozen HACs. A scout for the Faction Warfare militias, because you know there's a 100 ship blob headed your way.

Dropping local means the AFK cloaker can be AFK for 59 minutes of every hour, as opposed to the entire hour - not a big difference.
But, as I said in the other thread, I really don't care about this issue anymore...

Only if you let him. If you know he's an AFK cloaker, then honestly... Who cares? Go about your business, not much you can do about him anyway. Just keep an eye on your scanner and pay attention to what is going on around you (which you should be doing in dangerous space anyway).
If having someone look over your shoulder while you're doing something makes you nervous... Then maybe you shouldn't be doing it in the first place!

If they fix local by not showing the pilots in local, there would be no need to have local open or look at local if you are ratting. Just minimize local, set blink off and go about your business.
Also, if you are daft enough to open local when you have a afk-fear problem, you have a window of 1:59 min to enter local and miss the message. If you do see the message, jump into the next system, odds are that even if an afk cloaker is there, you'll have about one hours on average to rat before the afk-message appears again.

Please biomass all of your characters. If you are seriously afraid of a lone cloaker in your system for six hours, please do one of the following:
1) Go to hi-sec (The bad men can't mentally touch you there) 2) Play Solitaire (You only have to be afraid of yourself) 3) Join a Commune (Probably your best option)
An argument to boost the dramiel would have been a better read.

you stupid obsession on AFK cloakers have ruined many ship types that are designed to cloak, hunt, stalk and prey on there victims using cloak.
the solution is in the problem you have faced to us.

fitting a cloaking device takes away speed when cloaked, scan res and you cant warp when cloaked. Im not talking about ships that designed to cloak because that is there job
