You shouldn't be getting many/any BS's in the L3 version of the blockaid. Now the L4 version.. that was one of the 1st L4's I ever did with a dual MAR II AB Domi didn't read the Mission report well enough and had the whole room after me oh yeah and at the time I was sporting 650 arties on it since I didn't have the skill to equip large rauls.:). Took a long time to get that down. To make matters worse I fly in Gallente space so it was against serps with their damned damps.
On kiting if certain rats are still hitting you too hard put on some more speed and gain additional distance on them. The fast rats will keep up but that's ok the idea is to lessen the amount of incoming dps you have to deal with at any given time.
I will say this the passive shield tanked Cane is pretty damnd awesome. Toss on 3 purgers rigs a couple shield relays a large extender and 1kin 1 them hardener and it'll do quite well.
Also be sure to get some drone skills up. The 5 light drones will help a whole lot trimming down the DPS coming from smaller ships and will be critical when you move on to L4's to kill those pesky Elite Frigs that will otherwise scram you and ruin your day :-)
Another thing you might want to do to save you some cash is pick a couple hull reppers and use those to rep structure damage. It's insanely slow so you won't want to keep them equipped all the time but as long as you got out with enough structure to undock you can sit around and rep for free.
The most important thing I'd say is don't get discouraged and don't worry too much about having X number of skill points. The truth is really the only time missions are fun is when you don't quite have enough SP to be comfortable in them.

To the OP: your 650s are fine. I use standard missile launchers for level 3s to tickle smaller ships - if you haven't got great missile skills pay attention to range (no point in firing missiles that don't get to their target). For ammo I use sabot for range and prefer plasma for closer DPS.
Light drones are good for level 3s to take care of smaller ships. You can also field a full rack of five lights (skills permitting) with one spare. Hobgoblins are a common choice; warriors work if you need extra explosive damage.
I'd recommended a lazy shield fit: afterburner, two shield extenders (large should work if you have the skills) and one invul. Start with 3 shield power relays (SPR) to improve your shield regen speed and put gyros in the other lows for increased DPS. For harder missions you can replace gyros with more SPRs. For easier missions you can remove SPR and add tracking enhancers (TE) for extra range and tracking. Bear in mind SPRs will reduce your capacitor regeneration speed.
If you have power problems fitting everything swap a gyro for a power diagnostics system (PDS). I recommend EFT to try different fittings for your cane.
If you can afford rigs put some medium field purger Is on but those are for when you have a bit of spare cash. They make a noticeable difference and are something to aim for!
Tech II gear is great but not essential for a low-skill character. If I were to add T2 to the mix i'd start with missiles, drones, shieldage and then add T2 guns but watch your power grid. People may say that T2 guns are better for increased DPS but I am more of a safety-first pilot. Choices choices ...
The Hurricane requires a range of skills to get the most DPS out of it (gunnery, missile, drone) but it is a solid performer.

Yep. You are doing something very wrong. The thing that you are doing wrong is that you are fighting BS with battlecruiser. Go back to doing L3 and leave L4 alone until you can train your own BS.

Read the title of the thread man... I AM doing Lvl 3's (I have never done a lvl 4 at all)

LOL worst advice ever. I did plenty of L3s in a Cane, you just need a T2 tank to give you enough cushion to AB and escape some of the incoming alpha. Long as he is not somehow always stuck with missile rats in his missions, he should do just fine.
He's going to need a T2 tank for a battleship anyways, because TBH a battleship is nothing more than a slower, lower scan resolution, more expensive version of a battlecruiser when you don't have the skills to fly it proper. And without T2 lights using a battleship in L3s is gonna be some serious fail since half the rats are frigates, and the other half are cruisers, and he's using enormous guns to fire on them under 30km where they spawn a majority of the time in an L3.

If you run a lot of missions, I reccomend joining the hmm channel. Click on the little speech button in the upper right hand corner of your chat window, type "helpmymssion" into the text entry area, and say hi. Its a channel full of people willing to help both with general and mission specific advise, and with actual physical help when they can/feel like it. Plus, they just reinstated their weekly lottery.
