The csm is an unmitigated hit as far as overall amusement and marketing propaganda are concerned and I seriously doubt ccp will ever get rid of it. But that is mostly due to the fact that anyone can be a csm rep by simply making and posting a well thought out initiative in the Assembly Hall and getting sufficient well thought out replies supporting it. Devs browse the threads and mark most as crap and the good ones for consideration for deployment. Function served without a single elected rep needed at any level of the process. The csm election and its elected members are simply here for our amusement along with providing content for ccp's marketing weasles and nothing moar. A huge use, actually. The devs created the CSM to help filter all of the feedback coming from the players. It allows for things to be prioritized and when an issue gets majority favor from a CSM vote there is real face time devoted to the topic when we travel to Iceland. So, engage us with your ideas and proposals. Evemail us, convo us in-game, and use email if we've got one published. If you were shrugged off or ignore by a CSM then come to me and I'll hear your comments/complaints. You really believe that, don't you. What we need are developers or employees of CCP roaming the forums with insight to the developing process and statistical numbers. So get rid of the CSM systems and get official CMs and developer to the Forums. For one time you can copy something good from wow (yes i dare to spell it out World of Warcraft, now go and run away screaming). They have a solid Base of CMs and even people deeply involved in developing (Ghostcrawler e.g.) talking to the people and reading their ideas. Yea they reply about in 1 of 200 cases. Well as an avid reader of the assembly hall that sounds about like the correct preportion of crap threads vs genuinely useful ones. Besides of what use is dev feedback anyways past a 'hey thats a great idea and will be considered for a future expansion' response? Besides there are always dev alts to use instead. So I would say that there is plenty of indication that an idea is totally wack from the replys in moast threads.
