I can't fly a Rapier yet, but wouldn't the two webs slow the target enough so you could get away with just one tracking enhancer and use a second gyro instead?

I suspect the latter is more for falloff rather than tracking speed. Assuming the target is stationary (so tracking plays no part), the 2 TEs + 1 gyro start doing more damage (than 1 TE 2 gyros) at around 18km.
Depending on what ranges the OP intends on fighting at, his proposed setup probably is the better of the two options. Dual gyros has the advantage of more damage; dual TEs gives more range and better tracking. Overall I'd probably take the latter, since the TE setup is only at a notable disadvantage inside of 13km which is where you definitely don't want to be anyway.

Drop the guns to 180's, get rid of the tracking enhancers and put in some signal amplifiers. The rapier has pretty lousy sensor resolution and most frigs have plenty of time to warp off before you can even get a lock after decloak.

This fit is nice in my opinion, but you really need a faction point to solo with a rapier. Otherwise you should be flying a vaga/cynabal. Utilize the bonused web range or the terribad dps of rapier makes it pointless (unless paired with a sensor damp EAF, or a celestis).

Pretty much identical to mine.
I think it's 2x tracking enhancers + 2x Gyros if I recall correctly.
The tracking enhancer is for falloff.
Faction point is a great idea.

If on a slightly limited budget, which would be more worthwwhile from a solo perspective ;
A) A faction point to keep the target locked from slightly further away and let the drones / falloff do the killing?
B) Faction Webs to really imobilise the target and dive for optimal range?

Go for the faction point, and choose non other than dominion/RF point, to get the full 30km range. Even you would fight at 26km, you need the extra km's for manouvering. Andyour normal t2 webs will webify to approx 40km anyway, and the faction ones have not "more" webifying effect, but grater range.
