Oh dear, I can't imagine that would be abused at all. But lets face it even though it's a really daft idea, just how would you know who and who is not a 'suspected' ganker?
To the OP, not sure if it was a troll or not, but you need to understand game mechanics and the implication of changes you may suggest.
What you fail to understand is that even -10 guys can come and gank you in Hi sec. Many just don't care about their sec status, infact the lower the better.
Ganking is here to stay and even those that think removing insurance payouts completely, will have a wake up call the day after that happens.

and abuse? well ganking is or would be the same kind of abuse really so not at all tbh, though flagging people who are at war and just camping for wt would be an issue... but then if people who have recieved a sec hit recently are FLAGGED to the police well it would be easy to determine who the gankers are
So let me get this straight, you want to label everyone at a gate with an orange flag a ganker?
Do you understand the game mechanics in this area at all?

lol so my alt, who is orange simply due to the fact I've helped web friends into warp in a freighter, would be flagged as a ganker while I nip to the loo.
Yea great idea.
Oh and just to let you know, GCC already is 15 minutes. So I'll take you don't really understand the game.
