With the many ways that some players have learned to exploit game play as in suicide bombings, smart bombs to miners, etc. etc. etc. and out maneuver Concord-there needs to be greater penalties for doing so in Empire less the balance tips to far in the favor of these players.
I suggest stiffer security status penalties against the player and security penalties against their corp/alliance except where war has been declared or in low sec space.
Or something, anything along these lines that creates a better balance.
It is ludicrous that a minimal time/isk investment of these players and their small ships outfitted with smart bombs can take out mining ships simply for the sake of doing so with minimal loss to them.
As for the bigger ships, yes they loose some investment but in these cases this is where the Security Status needs to be negatively impacted on a greater scale and at some point forcing them to have to work off their griefing to get security status raised before they can suicide attack in empire again.
To many of us work to hard and invest to much time and effort to simply watch it taken away by minimal effort of these other players. There needs to be a better balance of effort. Their griefing should not be so easy.

we just had a major increase of sec penalty one or two patches back. as you might have noticed ... it doesnt stop people from doing suicide ganking.

this wouldn't stop anything, -10.0 doesn't stop anyone from doing anything other than autopilot a ship through highsec.

How about creating a player based police force that could 'move on' suspected gankers (i imagine simply targeting them and clicking a tab so you get a cool message like npc ones in local) anyone failing to comply would be flagged according to some time limit (according to sec status)
Could also have a larger counter for this police force (say any sec hit that the 'pirate' has incurred larger than a certain amount will flag him as criminal much like kill rights?)
To even it up some if the pirate is flagged then the police will be flagged to them so everyone can shoot on site (the pirate can shoot at the police too)
Police cant pod (that would be a bounty hunting proffesion which i think should be a skill tree) but i reckon should be able to web and scram pods effectively detaining them.
Should add some fun encounters for people on both sides of the law imo - much like fw tbh but with sec status instead of standings and what not.

Oh dear, I can't imagine that would be abused at all. But lets face it even though it's a really daft idea, just how would you know who and who is not a 'suspected' ganker?
To the OP, not sure if it was a troll or not, but you need to understand game mechanics and the implication of changes you may suggest. What you fail to understand is that even -10 guys can come and gank you in Hi sec. Many just don't care about their sec status, infact the lower the better.
Ganking is here to stay and even those that think removing insurance payouts completely, will have a wake up call the day after that happens.

how would i know who is a ganker??? well their usually bright orange have a hauler nearby and are scanning ships as they pass...
and abuse? well ganking is or would be the same kind of abuse really so not at all tbh, though flagging people who are at war and just camping for wt would be an issue... but then if people who have recieved a sec hit recently are FLAGGED to the police well it would be easy to determine who the gankers are

So let me get this straight, you want to label everyone at a gate with an orange flag a ganker?
Do you understand the game mechanics in this area at all?

I understand most gankers like to sit at a gate and have an easy time of it (though it takes a while sometimes) im also of the persuasion that the more targets for a ganker to shoot at would be more favourable to them as i also presume they enjoy pvp?
tbh in my minds eye it should be fairly simple for someone who knows how to program eve to set out certain timers by using already existing 'language' and adjusting it slightly for example Killrights - add it to police records as a killright as well as the victims? Timers - increase the timer to [an amount] but only to police (like the timer would be 15 minutes for concord and the victim) The gate thing would be more complicated i admit, i imagine you would be only able to play the message to ships that are scanning targets? though that just means you would use more alts to scan...

Ganking is pretty much a normal piraty way of eve life - and in rl too, but theres not an interesting way to counter it in eve tbh other than warp to 0m which tbh doesnt count for much either. I've seen ships decloak after a jump and before they've warped they've been popped.. i have also been in a situation where a thrasher tried ganking my atron, that was funny watching him pop - not everyone gets it right lol
I must also admit that i do admire the gankers tenacity in waiting for targets to appear - some wait for what seems like an age.

dude, ive seen people get their golems popped by concord in belts before, i also knew a guy who actually flew a prov through a busy low sec, on ap....
there are many seriously funny people playing eve, and mistakes do happen in the heat of the moment
