I admit I've afk cloaked before; mainly after popping a few red hulks or ratting ships. Once you've popped them a few times they tend to get wise to it and stay docked so its more effective to leave yourself logged on and tabbed out until the bears get desperate for some roids and undock again. You can't keep logging or they know when they are safe.
Setting local to delayed mode would suit my needs just fine. I don't see why cloaking needs a nerf just because local is used by people as their primary intel tool.

I see a simple solution to the afk cloak thing.
If they are cloaked and haven't done anything, haven't even moved the camera, for over an hour, they are probably afk. In that case, they should be logged off. Simple.
A more fun way (for some) would be that they remain logged on, but their cloak turns off... though that wouldn't make sense in universe.

I know that I've sat on a wh waiting for someone to come through and get comfortable many a time. You don't move a damn thing when you do this. All you do is focus the camera on the wh, put your game in windowed mode, and watch for the signs of somebody entering. This can take hours even on a hi sec wh in a heavily populated system. Naturally, I do other things while watching for this. The notion that I should be knocked out of cloak or logged off is ridiculous.
I'm betting that the op isn't trying to hunt afk cloakers. I bet an afk cloaker that he got too comfortable with seeing in local came back, found him, and popped him. support the parrot

Seriously, Lidleprick, grow a real pakage and deal with it.
Playing "hide and seek" for a few hours with a pvp'er's Hunter killer fleet is an amusing waste of my time, and a frustrating waste of theirs.
Cloaking and going AFK is a wonderfull way to keep eyes on a system if you bother to review your chat logs.
Of course since you obviously arent a scout, and don't understand the concept of having a stealthed spotter with a cyno deep behind enemy lines, CCP need to make it so you don't every have to worry about that.
