I can almost be positive this has been covered somewhere but I can't find it.
Why are there no faction fit tech II items?
Why do faction fit tech I items have a higher meta than tech II fits?

That is my question. Why are they none? There are plenty of faction Tech I items, but I do not see any faction Tech II ones. The faction tech I items have a higher meta score than the Tech II items, which seems odd to me. More odd since there is not any Tech II faction items.

alright, assuming this isn't a clever troll..... there are a few tiers of items, t1, t2, faction, deadspace, officer t2 items are better than t1 items and can be made by players. The other 3 tiers must be dropped by npc's (or bought from faction stores if applicable) faction is, from my limited experience, usually on par with t2 items, sometimes a bit better, sometimes a bit worse. deadspace and officer ive never seen but they are generally the best of all the items. certainly not a troll, just confused. So faction items have a higher meta score because they are usually better than tech II. The reason this sounds stupid is because they are listed as Tech 1 in EFT and I didn't understand why there was no faction tech II stuff.
So in general the order of "better" is:
Tech I Tech II Faction Tech III (where applicable) Officer Deadspace
Does that sounds right.

Officer is better than Deadspace, but otherwise I would say you have the jist of it. I would say in general, it doesn't matter that there are no Tech II "named" varieties with one exception that I think you're hinting at: guns.
Turrets and Missiles are the only modules where being "Tech II" actually confers a specific advantage that no other class of module has. You can't put Barrage in your Gotan's Modified 800mm ACs, for example.
So...It seems you're asking, "why not?" The answer is there isn't a good reason. CCP saw fit to give T2 guns something exclusively for them, that no amount of rare pimpage could replace. I think it was a good balance decision, honestly. It makes the gap between the haves and the have nots a little more narrow.

Weirdly enough, the exception to the rule: Improved 'Guise' Cloaking Device¦ II Smokescreen Covert Ops Cloaking Device¦ II
Technically they're not faction but 'storyline' items. However, there are no other storyline + t2 items I can remember bar the cloaking devices.
Do I win anything?

This is a common misconception. For all mods that have both an officer and deadspace variety, the stats will be the same(i.e. Pith X-type EM Hardener and Estamel's Modified EM hardener have identical stats). Officer mods are rarer than deadspace mods so will have a higher price tag, which is why most people consider them better. There are also certain mods which have officer versions but no deadspace(i.e. damage mods).

For illustration, go find a piece of equipment that exists in many many (many) variations û say an armour hardener û and go into Show info → Variations → Compare, and then turn on and sort by "Meta level". Meta is roughly the measurement of how good or advanced something is, although what constitutes "better" may vary from one module to another, it could be lower fitting reqs, higher bonuses, less cap draw etc û in the case of meta 5 (T2), it's often a matter of cost over Meta 4. The progression goes roughly like this:
Meta 0 = T1 Meta 1-4 = "named" T1 Meta 5 = T2 Meta 6û10 = Storyline and faction (where pirate faction tend to be towards the top). Meta 11 = C-type deadspace, low-level officer (Brynn, Mizuro and the like). Meta 12 = B-type deadspace, mid-level officer (Hakim, Selyenne etc). Meta 13 = A-type deadspace, high-level officer (Vizan, Vepa etc). Allot of good answers here, I thank you. It just seemed odd at first that there was Tech I named items, but no tech II named stuff. For the purposes of the game, faction is really named tech 2 items it would seem (since their meta is higher).

If you prefer to look at it that way, sure. Not exactly sure why you would, but you certainly can.
With the exception of guns; only meta 5 (AKA T2) guns can use T2 ammo. And only meta 5 guns are helped out by the spec skills.

Pardon my simplification then.
Perhaps I should have said Officer >= Deadspace in most cases. There may be one or two cases I'm not aware of where it's worse (not factoring price), but I was speaking to the general trend.
There are many times when Meta 4 modules are better than T2, as well.
