If you're not interested in supporting one side or the other, what about supporting pure anarchy? That's really the only other option.
Turn all of Lowsec into FW space. Link all of Lowsec together, so you can travel from any Lowsec system to any other Lowsec system without entering Hisec. Also remove sovereignty from Lowsec: if the factions aren't going to patrol it, they don't have any claim to it. Occupancy will decide all.
Tag everyone who enters Lowsec based on standings with occupying force: Friendly, Neutral, and Hostile. Everyone should be able to see this status quickly and easily, both FW player and non-FW player alike. It will mean nothing to the non-FW player unless they want to use it to their advantage.
Right now, there is no meaning or consequence of occupying a system for one side or the other. That needs to change. These changes should include increasing safety for visitors who are friendly with the occupying force, FW and non. Faction navies can set up observation posts, which can be assaulted (and potentially destroyed at DT), adding naval response to aggression. This adds a predictable measure of safety for PvE'ers, but can be completely controlled by actions of players.
After that change, it will make no sense for a system to remain occupied by anyone without actively working to maintain that occupancy. Other than players, there are also theoretical pirates and outlaws that would be interested in seeing the occupying force lose control.
The system will need to be continually reinforced: running pvp (FW) and pve (FW and non) missions, or just randomly cleaning out belt rats and "Hostiles". If the system is not continually reinforced, it gradually loses its occupancy status. As it loses occupancy status, station and gate guns become less effective.
Actions to destabilize a system include preying on players friendly with the occupying faction, destroying control structures, destroying navy observation posts, etc. FW and non-FW players both should be able to destabilize the security of any system.
Once the system is unclaimed, allow something new: outlaws and vandals can take further actions to push the system status over the edge so it becomes an "Outlaw" system: openly hostile to anyone friendly with the empire nations. Stations may shoot at you if you sit still too long (but still allow you to dock as long as you don't shoot back) and station services will have higher prices. Basically, these systems would become like Lowsec exists now, or even more hostile for carebears.
Pirate agents begin to appear in unclaimed and outlaw systems. L1 agents, giving you a chance to earn initial standing with pirate agents before moving to NPC space.
If you shoot someone, security status and standings change based on occupancy. If the system is unclaimed or is an outlaw system, there is no standings or security loss.
Tie everything into faction warfare, something unique to Lowsec, but don't require participation to have fun or reap the benefits.
And...if you want to have a lawless, chaotic anarchy, you should have to work for it. Cause there are others who want order and stability fighting against you.
