How long have you been playing? Little over two years.
Have you ever been in low sec? More than a year of frequent and often daily low security dwelling or travel.
Do you run missions or complexes in low sec? Have tried, but too many probers, pirates, turf warfare to make it worth it.
If so, what is the appeal for you? N/A
If not, why not? Ratting in null, or doing anomalies, or PLEXing, far exceeds any low security mission payouts and rewards.
Are rewards in low sec in line with the risk? Not at all.
Is the risk in low sec over-stated? No, any remotely popular mission hubs are going to be camped nightly, that's just the way it is in low security space. Pirates are thirstier than ever these days.
Not to mention the fact that a vast majority of the good mission hubs are along pipes to null, so what you're going to find is not only opportunists looking to pound on bears, but null campers that get bored and stream into low looking for the same bears the -10.0 guys are.
And in most hybrid regions where there is an even if not greater amount of low compared to Empire space, you're just going to find den after den of nasties, and if you're not with them, you're against them.
The problem is L4s in low security may have substantial LP rewards, (think 20k or some such per mission?) but it's not nearly enough to make the risk even close to worth it.
IMO,
1. Agents in low reward LP based on security status. 2. -10.0 = -100% LP 3. +5.0 = +50% LP 4. L3s have native LP rewards raised significantly in low security space.
The problem is you got a ton of great L4s, sure, but you need a big hefty PvE fit boat, or a very expensive cruiser or BC hull, to complete them in any reasonable time to earn equal or greater income than you could in Empire already. If carebears could bring a T2 fit battlecruiser and pound out L3s in low sec for the same income (via LP) they could in L4s at the risk of only a battlecruiser, you'd find them hopping on it IMO. Because LP is a player market, you'll guarantee that if the LP market rises, so will mission running in low security.
Also, agents IN stations... that's a no brainer, agents in low sec should be floating in NPC modules at NPC death stars in space, only non-outlaws can warp to location without being aggressed, like a COSMOS agent, but with teeth.
This would at least be a start towards something that makes sense. Why would a carebear go to low security with a battleship that he stands to lose 35MIL cumulative after insurance, when he is earning maybe 35-50MIL/hr due to location? Talking a theoretical net income of anywhere from 0-15MIL/hr, it just isn't worth it. There are so few carebear targets in low already, the moment a carebear steps foot in there, someone is liable to take notice from a mile away.
