yes
Do you run missions or complexes in low sec?
i have... then i learned. i currently live in wh space. we still get pirates and the risk but have a myriad of ships available to us, rather than just the one we're in.
If so, what is the appeal for you?
the appeal was more money, the reality was less money.
Are rewards in low sec in line with the risk?
i didn't think so. without corp support i just didn't see a reason to go out there, it's dangerous and i built an expensive ship to NOT die.
Is the risk in low sec over-stated?
to some extent. some days I go in and die after the first few jumps to a gate camp. other times i can go several jumps through empty systems.
Would education from savvy players about how to mitigate risk in low sec encourage folks who didn't just want to AFK L4's to operate there?
no, you don't learn about fire and then go douse yourself in gas. it may draw people in, but it's just not worth it. ISK != worth. isk is just a tool to play, it's no fun getting ganked while 'bearing to save up for that pvp ship. the isk reward would have to far outweigh my isk/hour of high sec, as the only thing it will do is let me make isk "faster" not "more isk" overall. that's just time.
What is the number one change to low sec that would cause you to considering doing missions and complexes there? (Be realistic! "Kick the pirates out!" is humorous but not realistic. )
kick pve out of low sec? we've got high sec (read: pve), we've got null sec (read: end game turf wars), and we're got wh space (read: endgame pve with risk). low sec is... the melting pot? you've got your kamikaze killmailers, your hardened alert 'bears, a few blobs, a few safe zone, but no real reason to live there that i can see. I mean i'm sure people do live out there, but hell, people live in antarctica too, just not as many. it's difficult to defend space, it offers the same pve gameplay as highsec, intensely uneven pvp, and a lack of people who don't just want your for your shinies. instead of trying to merge pve and pvp into low sec, make low sec it's own place with it's own goals and "skillset". if low sec was meant to go test out that new pvp fit rather than how long can you keep your hull full of isk alive, we might not even need RvB.
An example of the above is to have islands of real security inside of low security with at least enough exits to make camping them all a real real chore. these islands could be groups of systems offering things like new resources, trading options, and gameplay mechanics and things the dev's can do besides playing with numbers (no offense for real, it's my career choice too). Make it remarkably different from other places and you'll draw a crowd. Just ramping up risk/reward is far too BlizzLike (offense intended). If you've got islands of 'bear space surrounded by "Arrr" space you've got a bumbling economy and population where you didn't before. Offer them new ways to have fun and you've got yourself a home. I'd say focus the next expansion ON low sec. wh space is amazing, see what you can do about those low sec systems.

Yes, but you'll never change your pilots. Change your space. (read: NOT ISK WISE FOR GOODNESS SAKES, ISK IS ONLY A TOOL)
