It would help, but it wouldn't be enough for most carebears.

Either an economical means to defend myself or a reward that has been increased to the point that offsets the dangers of low sec.
Being able to defend myself could be achieved by many different ways. You could alter the missions such that they encourage PvP fits, thus putting carebears in a better position to defend themselves. At the same time, this would probably make missions more interesting.
Another possibility would be to alter pirate perceptions on how to treat carebears. Currently, pirates look towards carebears as a source of "tears" instead of treating them as a potential source of income. This could be done by implementing ransom mechanics which reward pirates for successfully ransoming (and honoring said ransom) a carebear.
Simply increasing the rewards has to be done intelligently. This was already attempted in the past, by having LP rewards doubled in low sec, IIRC. This has obviously not been enough. I personally believe that it would be more appropriate to raise raw ISK rewards in low sec, along with LPs. Of course, then you have to worry about ISK sinks and faucets and not causing so much inflation that the prices of ships increases too much.

Yes! For a TRUE carebear, the only thing that matters is cost vs. reward (vs. time spent). If low sec offers enough rewards and has a low barrier of entry, then fiscally sound carebears will flock there in great numbers! ----------
