It's impossible, here's the formula for calculating mineral requirements at a give ME level:
ME = Material Efficiency BASE = Base mineral type requirement (as per the item database) REQUIRED = What a PE5 needs to build for that mineral type.
REQUIRED = ROUND((BASE+(BASE*(0,1/(1+ME))))+0,5)

as 01= cruiser, 02 = frigate 03= spaceship command. So you need to train cruiser, frigate lv4 and spaceship command lv3. This is the best "relationnal" way to do it.
