USA's global militery spending is almost as much as the rest of the world combined. But as its the first superpower that has no experience of colonising other countries it knows less than the Roman Empire about civilising a conquered country.
The top general at the time of the start of the Iraq war said USA needed to send in something like 500,000 troops. He got sacked by Rumsfeld. When the Iraqi troubles started Rumsfeld arrogantly said 'stuff happens'.

Its worth mentioning that Europe has built a generous welfare state of the back of US provided security during the cold war. At present the EU could not fight its way out of a paper bag.
With shortcomings like messing up invading Iraq the US is the most englightened tyranny. And like in EVE US being a dominant alliance it has its pet alliances like the UK. Elsewhere it asserts divide and rule. This is true for middle and south America where the US in the past really has not given a sh*t about it. It is happy to support Mexico that is a very corrupt country. Brazil knows this and has aligned itself in the BRIC group (Brazil Russia India China)
Global politics is hardball. It gets down to how much cash or guns you can put on the table - carrot and stick game.

A right wing american think tank in the 1990's said USA needed another pearl harbour moment to galvanise American public opinion in projecting its power. 911 was that under the boogeyman of islamic fundamentalism.

Nuclear weapons have been a Damocles sword over the world. The military calculus with them is very simple 'do this and you can destroy the world'. So far they have very probably prevented WW3 between the old USSR and NATO. But the other side is if terrorists get hold of even one and detonate it in a western city the resulting thirst for revenge of a retaliatory nuclear strike could start a war which could drag lots of countries into it.
USA as a 'democracy' is limited in using imperial brute force without a moral agenda the public approve of. And that is very necessary balance. Decades ago some people like General McArthur still had some old fashioned ideas of how to do stuff. Like using nuclear weapons tactically. Which is stupid.

Just because North Korea is not economicaly develloped it does not mean its army is just peasants with sharp sticks. NK has a huge number of conventional arms.

Artillery North Korea has 2 artillery corps and 30 artillery brigades equipped with 120mm self-propelled guns, 152mm self-propelled mortars, 170mm guns with a range of 50 km, 240 mm multiple rocket launchers with a range of 45 km, and other heavy guns. North Korea has about 18,000 heavy guns. North Korea's 170mm Goksan gun and 240mm multiple-tube rocket launchers are the most powerful guns of the world. These guns can lob shells as far south as Suwon miles beyond Seoul. The big guns are hidden in caves. Many of them are mounted on rails and can fire in all directions. They can rain 500,000 conventional and biochemical shells per hour on US troops near the DMZ. The US army bases at Yijong-bu, Paju, Yon-chun, Munsan, Ding-gu-chun, and Pochun will be obliterated in a matter of hours. The US army in Korea is equipped with Paladin anti-artillery guns that can trace enemy shells back to the guns and fire shells at the enemy guns with pin-point accuracy. However, it takes for the Paladins about 10 min to locate the enemy guns, during which time the Paladins would be targeted by the enemy guns Gen. Thomas A Schwartz, a former US army commander in Korea, stated that the US army in Korea would be destroyed in less than three hours.
