Bevor Tyrannis the window was alway before the task bar.
I play on Win XP in 1920x1080 on an ATI GPU and there is no other window resolution 1820 pixels wide available.
Try these temporary workarounds:
1. Right-click on the Taskbar, select Properties, and check the box for "Autohide." This will "hide" your taskbar just beyond the screen, to access the taskbar, just move your mouse over the hidden taskbar and it'll pop back out.
2. Use EveMon to reposition your Eve client. There's a feature, not sure exactly where in Evemon (been a while) so just look through the menus, you'll find it, says something like reposition or reassign or something like that. Nice thing about this method is it eliminates the big bar across the top of the Eve window :)

EVE rules
Command centers won't be seeded on the market until June 8th. See the Dev Blogs about that.
Planet tab is on the Science & Industries sheet :)

Mails sent using EveGate are not paragraphing. Sent a mail that had 3 paragraph breaks in it in EveGate, when I view the same message (I sent it to Alliance so received a copy myself), none of the paragraph breaks were respected.
It's a wall of text :)
Also, when composing a mail in Evegate, when you type in a website link/url, it shows as yellow - indicating it's "hotlinked" or whatever you call it. But when the message is sent out and read, you cannot click on the link to go to the website address. You have to copy/paste it into your browser.

+1 to having issues with cloaking.
- Whenever I attempt to cloak and am also experiencing the overview distance issues, will receive error message that I am too close to (whatever) object to cloak. It is like the cloak is reading the (incorrect) distance from the overview, instead of my actual distance to next nearest object.
- Whenever jumping through gates or wormhole entrances, will receive an error message that I am too close to the gate and/or wormhole to activate the cloak, even though I'm not too close to anything. Happens even when the overview does display correct distances. Refreshing the overview (clicking another tab, resorting distances, etc) seems to resolve the issue.
- Have experienced (as posted a few above me) issues with random decloaking even when far far away from anything else. Tested this out at a safe spot far, far from anything, and found myself decloaking for no reason at all every few minutes.
The above occurs using Covert Ops cloak in an Anathema. Haven't tried it with any other ship/cloak combination.
BTW, the overview distance bug happens even when you are not in a fleet, although it seems to be more likely to happen when in a fleet.

Wallet journal reports all mission bounty prizes as occuring in system named "None"
I.e., in my journal, I'll see a line saying, "Greygal got bounty prizes for killing pirates in None" instead of it saying the location (Auvergne) where the mission actually occured.
