After reading the guide, I see to collect the planet materials a cargo container is shot into space and you then warp to it and collect the goods. So a couple of questions:
1)When shot into space, is it near the planet and thus visible to anyone?
2) If the container is visible to all, what is to stop a can flipper/thief from taking your goods?

It's "near" the planet, as in, randomly in one of the many, many grids relatively close to the surface. You get a bookmark in your journal so you can warp to it.

Is it possible for me to warp to a random planet and look for those cans and empty them before the owner shows up?

I doubt it, since you can't scan for it and it won't appear near the warp in point.

Theoretically, maybe (I'm not positive, I haven't tried), but you have to actually find one first.
If we assume that cans spawn somewhere inside a radius of 0.01-0.1AU from the planet (not based on any CCP numbers, but it's a tiny little area around the planet) they could be anywhere within 1.400978x10^22 km3, a huge area.
If you only need to get on-grid with the can to find it (assuming a 250 km grid), that's 6.54498x10^7 km3. 1.4x10^22/6.5x10^7 means there's ~2.14x10^14 grids between 0.01AU and 0.1AU from any given point in space. If we assume that there are 1000 cans in space at any given time (an absurdly high number, I doubt there will ever be more than 10, but it's just to prove a point) your odds of finding a can would be ~214053742000 (2.14x10^11) : 1. Long story short, don't bother, just do some PI yourself.
In addition to the horrible odds of actually finding a can, PI mats aren't really worth that much, just run 4s instead and make more ISK.
