Sadly, the turret tengu can only do one thing well really, and that is snipe(the 20% range bonus might be a hint to this). It can put out some 230 dps, over 230k, with "decent" trackign. (0.0061 rad/s equates to 1.403 km/s or roughly 700m/s for "perfect" tracking at it's max range, while maintaining the 125m signature resolution).
Now if you really really want to do it, I'd do something like this(but keep in mind I'd still say the rokh for example is much better, or even training a week or two of missile skills.

Single most important piece of equipment is by far the afterburner. The faster the better. T2 can do it, but if you want to sink your isk somewhere, this is most likely where you want it. It helps your gank, your tank, your cap and your mobility all at once. Shield booster doesn't really matter, any medium or large will do, cap efficiency is what matters most to you. mag stabs.. faction is obviously better but meh, you want it cheap. I'd normally frown upon the massive tank on it, but for wormholes I guess you'll want to stay clear of cap boosters as far as possible and that raelly only leaves massive tanks or more expensive ones to choose from. Consider swapping harderners for SBA's.(And consider training missiles or the rokh)
Oh as for your battleclinic question, don't use it. Battleclinic is full of bad setups and they're doing their best to isolate themselves from the general community. They're bad, mkay?
While I have no T3 experience, an identically fit Ferox is very similar in performance, at <1/3 EFT prices(for what that is worth).
+'s : 6k more EHP, higher passive recharge, drones, can fit salvager, cheaper
-'s : Higher sig (150 vs 285), less cargo space, slower, 90 less dps (200 less volley), less cap stability w/out booster running, my skills require a 3% grid implant, and some other stuff like scan resolution ect.....
As I'm typing all this out I realize that this may not be good at all, but did I mention it's cheaper, and can fit 25m^3 worth of drones
meh, Caldari gunships just fail in a PvE role. I even tried an Eagle fit too, and was left disappointed. I'd recommend getting Gal Cruiser V and getting the Prot. Or just give in and train up some missile skills. Or do both.
Hell, I've even added Amarr cruiser V too, and am working on med proj V at this very moment just to round out my cruiser skills because I tend to fly ships on a whim instead of their uber performance.
I also failed Fitting 101, so take anything I say with that in mind.
