I suggest 2 destroyer classes. Destroyer and Picket. First lets look at Destroyers. "Destroyers" Designed for long range combat.
Problem with range fits is low dps, no tank due to PG/CPU. Short range fits have excessive PG/CPU creating good tanks and dps. All current destroyers have 10% tracking, -25% rof, 50% optimal.

Tier 1 Role Bonus: All atm get -leveled tracking bonus, non-leveled -25% rof, 50% non-leveled optimal bonus.
New Tier 1 Role Bonus/Penalty: 45% tracking, optimal bonus, and PG reduction for Small [beam][rail][artie][standard missile] **for missile cormorant: 45% bonus to explosion velocity and missile velocity** -50% rof bonus for small [pulse][blaster][ac]
Coercer: -10% cap reduction for SETurret per level Cormorant: 10% optimal range per level for SRGuns **OR** 7.5% ROF bonus for standard missiles Catalyst: 10% falloff per level for SRGuns Thrasher: 5% optimal and ROF per level for Small Arties
All keep their intended "Sniper" role without changes to the PG/CPU and slots, but have better ROF, more PG for mwd/ab/tank without creeping into the role of the "Picket" to be discussed next.
Each needs greater locking range and scan res to counter frigs/ceptors at range before they close in and neutralize the range/volley superiority.
I put in the missile cormorant variation just because the cormorant and catalyst are too similar.
============= "Picket" Streamlined Destroyers refitted with improved weapon technology and advanced performance boosting propulsion technology for getting into combat faster with fewer losses and greater field longevity.
Note that all have reduced number of turrets, but no ROF penalty and an impressive damage bonus while not having anymore shield/armor/hull than their Tier 1 counterparts. **Their mass is less than Tier 1 counterpart to reduce plate slowdown.
PG levels for the Tier 2 should be that of their Tier 1. The Goshawk and Inhibitor should have PG increased to 85 and 93 respectively for better tank.
Pickets are designed for short range weapons and AB instead of MWD. They do have PG available for nos/neut, plates, reppers, etc... and can at least have a point fitted.

**NOTE1** Picket should be about 75% as fast, using AB, as the Tier 1 equivalent using MWD. Lasher with 1mn AB II should go 1400m/s, which is 75% as fast as a Thrasher with a 1mn MWD II. Lower Sig, Harder to hit, and fun.
