Obviously there's more than one way to do a mission, but please help me with the list of T1 low sp ships that can/should be used for various mission levels.
I'd suggest that for Gallente: L1 - Incursus / Catalyst L2 - Vexor L3 - Myrmidon L4 - Domi
I've only ever flown Gallente but I'd like to see a similar list for Caldari and the other races, if that's ok.

Level 2's are the hard ones to pick a good ship for, lots of frigates means either Drones/AML's and the smallest medium guns you can fit for tracking, and you'll waste a lot of ammo from medium guns. But destroyers tend to be exceptionally good at killing the frigates if they can manage incoming DPS and aggro.
Caldari: 1 - Kestrel 2 - Caracal (AML Fit) 3 - Drake 4 - Raven
Amarr: 1 - Punisher 2 - Arbitrator is hugely effective if you train drones to 5, otherwise Coercer or Omen depending on mission. 3 - Harbinger 4 - Armageddon/Apocalypse/Abaddon are all equally effective
Minmatar: 1 - Rifter 2 - Thrasher or Rupture (Belicose with HML's & TP can be very effective too) 3 - Hurricane 4 - Tempest or Maelstrom Vote Illectro for CSM5! Supporting the New Generation of Eve Players |

Mostly I would pass on the battlecruisers. Sure the drake tanks a beast but the others races aren't that much better than a cruiser in dps or tank. There are a few missions which need longer range like lvl 3 new frontiers 2/7 which the harbi barely reached. But any active tank or active weapon like lasers/hybrid struggle on likes of this mission so either you need multiple warp outs, passive weap/shields, or a bigger ship. The harbi with lasers barely had the reach to hit the neuts and was up to 6km short on range+falloff when I did it in a harbi. An abaddon with pulses could reach further with radio's and had enough cap that the neuts could be removed before they were a problem, plus take out the incoming drones easier than a harbi. I've heard players train a drake just for this mission and ones like it. Also worth learnig is often structures like neut towers can cause new spawns, so shooting them may not be the best solution. In the new frontiers 2/7 case there is something you can do to reduce the spawns but I'll leave that out here.
I trained a battlecruiser on my amarr char, but other mains (no caldari so no drake) I skipped them. Gallente I trained cruiser/battleship and went straight for a domi. Very few lvl 3's wont handle a battleship, and a vexor is surprising tough as a shield tank too and was plenty able to handle lvl 3's with its small 50 mtr bandwidth for drones. If your willing to push it, you can start a new char, be doing lvl 4's in a domi in 14 days with up to 297 dps from sentry drones. You just need to know how to manage mission agro which many an experienced player still hasn't learnt and its surprisingly easy. Only problem is you need to mission and know the missions to learn which makes it hard to do it straight out the box.
For lvl 4's I actually mission mostly in cruiser hulls as I find its generally quicker for many missions. An Ishtar is a T2 gal cruiser, 125 mtr bandwidth, good drone capacity and with ab will cruise along nicely at over 500 m/sec while its drone dps is no less than a domi without turrets while its shield tanking can match 2x LAR's and better. T3 can also move quickly and bring good dps, they also can give 40km tractor range just like a marauder without the long training. The cruisers speed means I can complete many lvl 4's quickly which take ravens/CNR with no ab's what seams like forever even though they run more dps. Runing 2x cruiser hulls I can loot/salv everything and average 10,000 lp per char/hour easily. If I blitz lvl 4's its towards twice that. I like crusier speed. T2/T3 cruisers do require some training, but less than battleship V. You can't get into them in 14 days, but you can get into a domi in 14 days and have a reasonable tank and dps to earn good isk from lvl 4's. After a battleship I would train T2/T3 before looking to a marauder. A domi with hybrid turret support is more dps than an ishtar and vs kin/therm its more dps than a raven or cnr cruise missile boat.

It should be noted that the geddon and apoc are much more forgiving to new players since they have capacitor bonuses to the guns. The abaddon is a true beast but needs decent support skills to shine.

That's what I've used so far as a Caldari who trained up to Gallente for mysterious reasons. Whatever works is my motto, and so it does.

This is the perfect Caldari approach but if you would change something and have the isk for it then stay in a Drake until you can afford a Navy Raven Issue because a Drake can handle L4 just fine, takes a bit more time than a Raven of course but can do the job with no problem.
If you go the Cladari path then the aim is Golem but think about what or where you will mainly do mission as it can have a great impact. For example if you do join a Amarr corp I would suggest going for the Nightmare (with relevant skills of course) because Caldari ships will have a negative effect on those and of course other amarr ship will have a better impact but anyway

For me I started as follows:
L1/2 - Catalyst, I did a most of my early missions in low sec and catalyst is cheap to replace, often not worth the ammo to pop for ganker, and with low sp any replacement clones will be cheap for you at this point (also allows for needed time to train learning/non-combat/fitting skills). I could do most level 2s in it as most ships were 1 volley frigs and was easy enough to either kite orget under cruiser guns as needed (carefull w/missions w/heavy web #s and towers).
L3 - Thorax, at this time I had no real drone skills and low defense skills. While bringing up drone skills/defense used speed for defense and guns for main dps. (I trained for Myr here, but that was out of curiousity and before bandwidth not needed).
L4 - Dominix, should have good drone skills by now (T2 sentry near must for quality dps w/o travel time and highest damage dealing drones w/rigs) and solid gun skills for added dps. Fit for overtank to start then trade gank for tank as your skills increase.
As a rule of thumb for beginners I would generally suggest training no more than 3 ship classes other than needed prereqs eg Frig->Cruiser->BS or in my case Dessie -> Cruiser -> BS.
