There is no need for Concord to allow you to shoot at people in high sec. space. Read the manual. Get secure cans. If you find they don't hold enough ore, get more cans. How simple must it be??

Asking for a way to retaliate against theft is wrong. The ore relocation people take the risk that miners will stop them by using the cans made especially for them. Asking to blow them up is madness, they don't ask to blow you up.
Miners really need to get a grip and start accepting some responsibility for their choices.
