You'll never get a faction module/ship BPO and certainly not tech2 BPO's from loyalty offers  (at least with the current state of affairs)
Those are all bpc offers, but there seems to be noway of determining how many runs it is....max was 5 I think?
Every single offer I've seen so far sucks -besides those that give away isk
