for hunting in low sec what sort of range can i expect with the script fitted in my phobos ?

By loading a script into the bubble generator it can be turned into something similar to a normal warp scrambler to be used on a single, locked target only but with a 28km range and an infinite amount of Warp scramble strength.
This allows for the Heavy Interdictor to warp scramble supercapitals (which are invulnerable to normal electronic warfare). Being one of the only ships that can do so makes them invaluable for any fleet trying to kill one of those.
The bubble generator's bubble effect can only be used in 0.0 but with the script loaded it can also be used in low-sec.

iirc, it is 30km with HIC 5 with script, and it can be used in all of empire with the script. I think this includes highsec too as it essentially just becomes a big warp disruptor with script. I fly the Phobos but as I haven't tried in Highsec I cannot confirm.

Yes, it's 30K with HIC 5 (have it).
Works in high sec as well.

Also, it is the only class of ships that can do it in lowsec 
(well, in highsec too, but then again supercaps should not be found in highsec, so it's only an academical distinction)

The Focus Script is quite nice in high-sec/low-sec wars against people who like to warp core stab their ships to hell and back.
