I would suggest to get in contact with the eve-kill guys and see if you can get a list of every titan that's been on a killmail there in the last ~12 months. Then augment that data with info you manually dig up from other killboards not synced with eve-kills / ingame info, and other info people offer up in the thread as usual.
The only probem with using 'been on a killmail in the last 12 months' as a marker for activity is that there's some non-combat titans out there that are only used for logistic work, that are never-the-less very active and people might want to know about. But I think you need some definition of activity, and occasional confirmation that pilots are actually still in titans, else the list is slowly but surely losing it's relevance.

Regarding the RAWR list btw, there's tons missing though I'm not gonna say which since it'd only help our enemies  However here's some help...

- Was never shared. They were two different Avatars but Lomi sold his (long time ago now) I think cos he didn't want that char trapped in a super, so if he has another now expect it to be on a different alt ^^
Ronan Teisdari [TGRAD] Ere (said not to have titan)
- This was a Shinma-troll and I still can't believe Fitz fell for it. However I think now it's actually true
Teufelhunden [SHVA] Ava
- Went really inactive. I can't remember who ended up with his titan but his char is in a carrier lately

I said it would lose it's relevance if it's accuracy problems remain & worsen. If you can get it accurate then sure it'll be relevant and I'd really like to see that, which is why I'm trying to persuade you to make some changes in the way it's compiled now before you get all jaded and wish you hadn't taken on such a big task 
I'm speaking from my own narrow viewpoint of course but I payed less and less attention to Fitz's list lately because much of the intel it's based on is now a year or two old and he wasn't making any attempts himself (that I could see) to actively seek out updates, just merging whatever people happened to post in the thread. Back when titans were much rarer you could rely on all new ones (or other changes like people moving corps) getting mentioned in this thread by eagle-eyed titan spotters so it worked well, but that just isn't the case now there's hundreds of them. And although titan deaths often get posted people almost never post useful info that a titan's been sold or given away, or account is banned or biomassed. There's also some cases (eg. kn0chenk0tz3r dying) when the info was posted in the thread but the list wasn't updated. So the errors are mounting up.
You've got IT guys stating a lot of their listed titan pilots are totally inactive and/or sold their ships. I pointed out some of the errors in the RAWR list (it's not like I know all our titan pilots so I'm sure there's more mistakes) and there's some missing as I said. I can only assume the rest of the list has the same problems and they won't be solved if you just rely on the increasingly apathetic updates people make in the thread.

Theres killmail of it. Then it died for needs of this thread. Weather he actually had to buy a new one or not is not relevant here.
Also this list is totally out of date. You are missing about 100 Titans at very least.

Tzadkiel was the only RAWR one that stayed dead. I'm not 100% sure about the RZR ones
