ok, got home late from work, grabbed some of the planet skill books and headed out into the 0.5 system i'm based in... roamed around all nine planets to be told they are unavailable...?
i have seen a youtube tutorial but there is nothing mentioned in the neo-com?
so what am i doing wrong... other than getting up and going to work every day?

If its something like a hub system you won't be able to use the planets. jita dodixie amarr are off. Would you happen to be talking about Hek?
Try a different system

What exactly is unavailable? I assume you hauled a command center you bought from the market, warped to the planet of the same type as your command center, and are trying to place the command center?

That step is useless. You just have to be undocked in the same system. It doesn't matter if you undock, build, redock, or are hanging out at the planet.

You need a command centre that is matched to one of the planets. e.g. If there are Ice planets, you'll need one of the Ice Command Centres. If you want to place a CC on a Barren planet, you'll need a Barren CC, etc.
You must also have the correct skills trained for the Command Centre. There are six varieties for each planet, ranging from Basic to Elite. From memory (at work, so I'm not going to go looking it all up), Basic doesn't need the skill trained, Elite needs Comand Centre Upgrades trained to Level 5 and everything else is in between.

Irjunen (in Citadel) is a somewhat busy mission hub (see the lastest QEN, it's mentioned there), even though it's nothing like Dodixie or Motsu.
