Can one ice-mine in Empire and, if so, what skills one needs to find the ice-belt?

No in game skills needed other than being able to use the in game map & the in game navigation abilities, RL skills include the ability to use the internet.
Figure out what region your in, use ORE Map to locate a system near you with ice. When you go to that system you go to the ice fields the same way you would any asteroid belt.
Having found the ice you do need special skills & items to mine the ice. What you use to mine ore will not work.

I'll assume this is a for real question and not a troll.
An ice belt is just like an asteroid belt, it shows up under belts when you enter a system that has one and you can just warp to it like any other asteroid belt.
As you have noticed they are sparse in hi-sec.
The easiest way to find one near you is using dotlan maps then pick your region. The ones with the extra blue circle around them stands for system that has ice. You can click on that system for more details such as the type of ice it has.
Hi-sec ice will only as far as I have seen spawn the lowest value ice, for example ICE CHART in Caldari space you will only find White Glaze. In 0.0 Caldari space you could find Pristine White Glaze, Gelidus, and Dark Glitter.
You can tell where each type spawns based on what isotope it yields. Each racial jump capable ship(such as a jump freighter) uses a certain type of isotope. That isotope being the one that spawns on the ice in their region. I.E. Rhea (caldari) Nitrogen isotope=white glaze.
The only skill you need to find it...is look at the map, or as do as I've done in the past as you warp around in each new system look under asteriod belts and if it says "ice belt" book mark it. Then when I need ice I can just look at my bookmarks for the closest one to where I currently am.
