This is an idea I had come across one day while playing eve.
We all know that newbies have to be careful in highsec, in regards to doing any PVP actions tords each other in high sec.
and many newbies would love to experience the PVP actions within the EVE universe, without having to deal with over experienced players of EVE.
so CCP can make several regions in the North, South, East & West of the map. and they would only be dedicated for newbie PVP interaction.
Gives newbies a chance to practice PVP against each other. before they decide to take the plunge into low sec or 0.0.
These sectors would only be availble to newbies with a certain amount of days/age within the eve universe.
after that day is reached, EVE will notify that pilot that he/she can no longer enter those regions any longer due to their experience/age within the universe. something for example , would be 90 days max of age in eve to be able to enter the newbies PVP sandbox regions.
It would be a sandbox for newbies to practice on how PVP works within the universe.
Instead of how it is now, that when newbies travel through low sec, they are clueless on how PVP and lowsec works. (I hope you are understanding what I am explaining.)
In the Newbie PVP Sandbox area's Newbies will not be concorded by concord. There would be different levels of Newbie PVP Sandbox regions depending on your skill as a PVP player within the sandbox.
Also, to prevent abuse from anothers. the sandbox would regulate battles between teams only. and no one would be allowed to camp gates and abuse newbies within the sandboxes regions.
Basically the same way Alliance Tournament does their PVP combats, would be the same within the sandbox. Concord would do the countdown when battle starts and stops.
Pilots would see a number countdown on their screen. and also pilot will see a notice when to stop on the screen. newbies would have to obey all orders given from concord within the Newbies PVP regions sandboxes.

people would reroll newbie characters and it would turn into twinks versus twinks, with the few newbies getting slaughtered.

Two things:
1. The forum puts line breaks in for you.
2. No. The moment PVP happens in a closed enviroment in such a way as you want, EVE dies.

Find a good crew to train you. As long as you don't go goons/goons splinters or bring a titan to PL most are not out to screw you over (or as up front about it anyway, bit of paranoia and not sharing that which you can't have disappear and not care will go along way to making this more painless lol). Corp trusts you after a long time in....only fair to make it a 2 way street lol.
Newb zones as mentioned would be abused by bored griefers. PvP not all about SP's. Get a 5 year old player rerolling, got the actual game skill even on a fresh alt to be very effective (amazing things happen when you speed tank and maintain optimal range damage and can actually know why your are fitting certain things on your ship and not following the e-peen heavy designs blindly on battleclinic).

Maybe worth doing something to bring players' attention to faction warfare. Perhaps put something in the journal when the player hits certain standing increments, or integrate fw events into the calendar.
