The demands of just one capsuleer - or the unreal image he chooses to project - on one lone planetary administrator can be... astronomical. Now multiply that by tens of thousands after reading Leonalle Yvesk's story.
"Xenocracy" is a new EVE Chronicle written by CCP Headfirst.

One of the best chronicles for a while imo.
Love the artwork as well.

I love the way this shows just how much power the capsuleers have over normal people, whole planetary populations can simply be told to get out of the way. Definitely among the best chronicles I have read. More please

I liked this one a lot. It really gives a nice feeling about how the the abstract interaction in the game might actually be like. Now why don't you try and bring more of that fantastic atmosphere to the actual game too.

And here I thought fiddling around with PI was letting my old industrial-bear roots show through again. Turns out I'm just pirating on a planetary scale.

Capsuleer was bluffing. The administrator watches too many holofilms about pod pilots.

Okay, the artwork was badass, but I'm not entirely comfortable with the consistency in the universe here. Seriously, the implications are that he can orbitally bombard heavily populated planets in highsec with no consequences, bypassing any sort of planetary defense grid, etc.?
I'm not sure the implications here bear close inspection.

While an enjoyable read, is there a reason why capsuleers are in general always portrayed as giant ****tards? The last one I can remember reading that didn't have one with general megalomania was Her Painted Selves. It seems like in practice, capsuleer = black hearted monsters.

Propably at some point and I really look forward to it. The concept is really cool, provides loads of potential for all kinds of entertaining shenanigans between players and many potential additions to the current PI. Even the ammo and weapon systems you use for the bombardment could matter, if they put some effort in to it. It could for example affect what kind and how large negative condition the planetary area suffers as a result of the bombardment.

This.
However, we should keep in mind that the capsuleer didn't actually follow through with his threat to bombard and we didn't actually see him landing PI infrastructure on top of helpless civilians. These were all merely threats. I think this chron was more about manipulation of planetary populations by capsuleers and the popular image of their power and influence rather than implying PI is just a series of outright invasions by any passing pod pilots.
If I'm wrong about that, and we're to accept PF wherein capsuleers are blackmailing millions (billions?) of empire citizens without consequences just to put up some extractors and launch facilities, then I'm totally with Casiella. It's inconsistent to the point of really breaking good stuff.

It'd think that'd certainly encourage retaliation more radical than this. Or at least one would hope that the Federation government/State Megas/Tribes/Holders would get annoyed by the outright slaughter of their voters/employees/meatshields/meat producers. They just don't breed that fast! |

Pfeh. He is threatening to use filthy antimatter ammunition over valuable real estate when a heavily attenuated Microwave L crystal is the green choice for the clean shifting of reluctant populations; an obvious bluff. Just turn up the heat on their scalps, and they will move with only a mild sunburn even the more diehard citizens will move after some collateral blindness. Clearly, Omvistus is a blowhard and likes to throw his weight around. His avatar's implants are obviously dated throwback models, he uses to project his corrupt self-image. Motivational rookie.

Well, it's debatable that he could target anything on the planet surface, given practical orbit distances. And as far as shooting with antimatter, the antimatter charge doesn't keep its shape indefinitely like a projectile would.
And yeah, not all of us are madmen like that.
And finally, planetary governors should perform a scan of their own planets and pre-emptively move populations away from the red/white areas.

lol, this really brings a whole new light into the PI scenario. When you establish your base, all you think about is how long it takes for those timers to reach zero. Not about the process those timers are concealing.
Also found it fun that the capsaleer was not showing his true face, but rather the one he "preferred" to show. We have no idea what he looks like in reality. Adds a whole new layer to the faced.

Ummm, read again? He said 425mm Rail Gun, not Blaster - the Rail Gun fires a payload wrapped in a metal shell. Shell hits ground, shell breaks, antimatter containment system fails and antimatter then interacts with the local matter.
Hilarity ensues.
Also, screw RL physics regarding LEO, etc. This is INTERNET SPACESHIPS!

I much preferred the portrayal of capsuleer in "All These Lives are Fit to Ruin" to this. I'm all for exploring the alien amorality and twisted madness of a capsuleer, but Omvistus is just a thug.
Also. Amarr with railguns? This guy must have taken a page from EoM ship fitting guide.

Interesting chronicle. And very well written to boot.
But I second who thinks this is a bit "disconnected" from the real game background.
I mean, it's ok for such a dramatic narration to show off the demi-godly ruthlessness of an avid, arrogantly rich capsuleer to the planetside dwellers.
But this is frankly over the top. Capsuleers do not need to paint themselves as the sickeningly evil, invincible galactic overlord they may even be. I mean, he could even be concordocked: Chesiette is 0.6 after all, and the CONCORD ships still hit hard.
This Omvistus guy seem all talk and no action anyway. He's recolonizing an hisec planet (thus actually low in resource density - go in 0.0 for real PI efficiency!); he's fitting only six 425s (if he's serious about rail business, he could use a real rail platform, with 7+ turrets, such as Mega or Rokh; or maybe he needs to stop wasting SPs on Industry/Planetology and take a peek at the Gunnery support skills); he seems so hellbent on implants and boosters, but again, this is hisec: go strut your implants where you can be actually podded, and then I'll believe you; and last but not least, he needs to target paint a planet to hit it!!!
Jokes aside, there are also a couple factual errors in the story:
- Chesiette is at border with Syndicate, not Amarr; it's actually the last hisec system before Syndicate, and it's at least 7 jumps from the closest Genesis system.
- The only temperate world in Chesiette is Chesiette V; Chesiette I is a barren planet. --- Kat |

Quote: The capsuleer was clearly of Amarr descent, with high cheekbones and a clean-shaven scalp, but beyond the most obvious features, little of his face could be discerned. Most of his head was obscured by cybernetic implants: curved, metallic attachments that spread around his skull at every angle, completely concealing his eyes, nose, and mouth. Power and information cables stretched from each implant to somewhere off camera on either side, making it seem like he was suspended in a spider web instead of seated comfortably in a starship in orbit high above the planet.
I think our capsuleer is poser and probably also a little N00blet despite his claims of being responsible for dozens of worlds. Using cheap but impressive looking cybernetics and even more primitive means of amplifying his voice can only impress really hopeless groundlubbers.

Interesting story but quite improbable for several reasons .
I really donĘt think that even a capsulear can pull that kind of crap . First of all the planet was part of the Gallente Federation it was not his own propriety by any degree . He could not have demanded anything , least of all the removal of citizens of the Federation from there homes so he could build his facilities . He might have been able to buy propriety on the planet ( contract with Federation authorities ) and developed his own bases there , nothing less nothing more . Any treat of force would have brought in Concord and more importantly the Federation Navy . Any actual killings would have had him hunted just about anywhere in empire space . Outright treat of force might work between the Holders and various minmatar tribes but would not work in the federation . As for the Caldari , the capsulear would not need to use force , anything is for sale in the State .
I think the Capsulear was Gallente and not Amarr , he just use an Amarr facade to instill fear ( those zealots are not to be messed with ) in ignorant Gallente citizens . As for his ship , that was obviously a Dominix , 6 rails variety . A gallente capsulear with more guts then common sense .
No i really donĘt think this is standard operating procedure with planetary development . Thousands of world been blackmailed ? This would make the Seylin disaster a trivial affair .
