Okay so right now i have a character that can use destroyers for caldari and amarr and i hoping to get cruiser soon but i cant decide which ones better. What i am planning on doing is doing missions until i have more money then i want to do either pvp or ratting. So which one do i go with also please dont say both cause i dont think i have the time to train so many things.

Let me give you the best piece of advice that one pilot can give to another in EVE:
"Better" is subjective in this game.
Choosing the best ship for the job depends on a multitude of factors, but the major ones are:- Personal style
- Specific objective you want accomplished
- Your skillset both as a pilot and character
Knowing that, if you can answer a few questions for me I'd be happy to guide you into something that may suit your needs Which do you prefer more:- Amarrian: Heavy Armor tanking, EM/Thermal-only damage, no 10 second delay on swapping ammo for range adjustments, excellent capacitor, impressive damage/tank balance but lacking in general versatility
- Caldari: Heavy Shield tanking, any damage choice when using missiles, Therm/Kinetic damage when using guns, moderate tank but typically lower DPS, able to fit very powerful passive shield tanks
As for the next question: Are you considering your future pvp and ratting into your choice today, or is this just for missioning in the near future?
And finally: What are your skillpoints focused on already? Armor tanking or shield tanking? Missiles or lasers? Where's most of your focus already?

simply get an amarr(caldari) ship if you are running missions in amarr (caldari)space . Or just train both and buy some faction sansha ships =D like succubus, phantasm, or nightmare

I went strait up the caldari line for a drake due to endless reccomendations, and while I won't dispute it's by-far the most forgiving easy mission runner you'll find I will say that I just like my amarr ships more as personal preference.
Moral of the story: don't let someone tell you what to fly because it's the best, you will regret it (like me), if you have a ton of your skilling into shields/missiles and decide you actually wish you had armor/gunnery. Not that having both eventually isn't a good thing, but in the short term you're going to spend a lot of time grinding misisons, so do it in the ship you like the most.

Caldari ships like the Caracal, Drake, and Raven are great mission runners. But if you go Caldari you will be heavy into shields and missiles. That's not a bad thing, but if you are ever gonna fly a battleship in a PVP gang or in a wormhole, you might be spider tanking, and chances are usually better that people will have remote armor reppers than remote shield transfer. So I would go with one of the other races in your case. Training up to cruisers is very fast compared to the stuff further down the road, so you don't necessarily have to go with Amarr - you can pick any race right now.

Amarr have hands down the worst t1 cruisers in the game. If you plan on some sort of PVP in a cruiser in the future, don't skill up for Amarr or you'll find yourself stuck in an Arbitrator (which for a t1 cruiser is quite a skill intensive ship). Other than the t1 cruisers Amarr ships are pretty decent.
So if you're looking at Amarr vs Caldari cruisers specifically right now, I'd recommend a Caracal then into a Drake for pvp/ratting later on

Most people here covered this I will just add my bit and reinforce one single suggestion: choose what appeals most to you, what you like most not what is most "efficient".
Having said that, Amarr and Caldari are on the opposite side of the spectrum as far as skills are concerned. Caldari shield tank and use missiles with few interesting hybrid boats. Amarr armour tank and use lasers have the some drone boats and some T2 ships use missiles.
Caldari have some ships that can be used both in pvp and pve with few modifications:(L1--.L4 missions): Kestrel, Caracal(AML), Drake and Raven. All four are viable pvp ships especially in gangs but the first three can be used solo as well. On the cruiser line there is also the Blackbird which is always welcome in a gang as well as the Tengu which is a fantastic swiss army knife kind of ship, very good for PVE, expensive atm for pvp. On the T2 front Cadari have some good or ok ships but in most classes other races'ships are better bar in the ecm field(rook, falcon).
Looking at Amarr in the same way I would go punisher/coercer, Arbitrator(drone boat), Harbie, any of the three bs you fancy the most. Again all thses ships can be used effectivelly in PVE and PVP but where Amarr shine is in the Battlefield category. Their cruiser leave something to be desired but the T2 line is quite good.
Again pick what you like most looks-wise, but on the PVE front remember that Amarr have a big drawback of non selectable damage output so they will strugle against certain factions like guristas for example. They are doable but not "efficient".
For my part I chose Caldari as a race for the backround story and fly their ships cause I like their style. With time you can make something out of even the most underated ship out there if you put time and some to love into it.

if you have pvp aspirations....stay with amarr. Caldari a dark long path of missiles that when the pvp bug bites you has you respecing your toon later on in life from missiles to lasers/guns. This not fun...just one day away from my rokh being done with rails...was all missile before that so been months of gun training. Amarr an all in one package. YOur laser trains work for pvp and pve so avoid respecing your char.. No desire for stealth bombers, missile skill master you will not have to be unless you really want to be.
