Do they really have to tell their people that they are not allowed to cross the water?
(I know that It is probably referring to no crossing on the road)

Actually the funny thing is I was there last month.
That is St Petersburg, the picture is taken on one side of the street with the sign on the other telling people not to cross there.
Obviously being clever, the person taking the picture decided to take it from his car and not show that the sign is facing the road.
durr.

Doing a bit more investigating via the Russian channel on irc.freenode I was told the sign is indeed talking about the river. In the winter it freezes so it's possible to walk across.
