I don't think any of this, in itself, is bad. However, like anything, it can always be used in the wrong way.
the precedent that's being set here (if indeed there is one) is a good thing as long as CCP clearly defines the rules. If you have people petitioning for skillpoints every time Eve has an announced downtime (like patch day), well, just no. However, if the downtime is extended (i.e. like this last one) and CCP reimburses everyone for this extension, then I read that as a way of saying "Hey, we fubar'd a little, we aren't perfect, so here's something in return". IMO this is a pretty nice way of recognizing that we are paying customers and that, while they don't guarantee any kind of up-time, they know that they kept us from the game longer than they planned to.
The same goes for all this micro-transaction-buying-SP-nonsense. Sure the possibility is there, but the possibility is also there that CCP will give a free titan BPO to every player in Eve. Personally I don't see either one happening. This is just another tool that CCP can use to (carefully) reimburse players who have lost SP due to something like extended downtimes, server bugs, loss of T3 ships due to game mechanics (not that the logs would ever show such), etc. It lets them go through petitions faster. So long as it's handled with care, then everything will be fine, and I have no reason to believe right now that it won't be, thus the reason I'm not panicking like 90% of other players seem to be :)
There's also a lot of good that could come from it. One of the things I could see coming from it (mind you, like the above, I have no reason to believe so right now) is eliminating learning skills and giving us back the SP used for those. This wouldn't put old or new players on any different ground and I think would help the game a lot. It could be argued that grinding learning skills for 2 months when you start is a vital part of the game, but this is one thing I just don't buy. It turns new players off to the game when they either can't do anything new for that period, or lose out on training the learning skills during their 100% bonus time and then having to suffer for it later. There's absolutely no need for those things, even CCP has stated so in the past.
But again, it's all speculation, people who don't like that idea and want to panic over it might as well panic over free titans being given to every player. Until you get a dev blog or some statement about buying SP, it's all just wild rumors. So sit back, relax, and wait.
