No, all that really means is that anything could change in the future. For example, right now I could say "we're currently not planning on introducing death stars to EVE", but then a few months later someone may get a bright idea to make something bigger than a titan and I'd rather not have everyone dig up my old post and saying I promised not to add death stars to EVE. I'm also not very good at reading the future in tea leaves, but my tarot card reading is coming along quite nicely.
So what do my Tarot Cards say?

I bet the take this SP pool thing, and if you forget to put something into the skill queue, it will add SP at a set rate to this pool, so you are not completely wasting your time.

Lol Nice one, I glad the devs are not planning on adding SP's for sale because that would be something that would make me leave eve and I'm sure alot of others would too.
