They're not the same. Punisher is the best T1 Amarr PVP frig, and the Rifter is the best T1 PVP frig period.

Rifter is more versatile both in terms of fitting and in terms of engaging.
I think you learn more tricks in one.
The punisher OTOH has a pretty big tank for a t1 frig.

This means that it has far more ability to pick and choose it's fights.
It however is rather fragile compared to it's gank capability making it a popular target for primarying. In fact in RVB where we do lots of T1 frig and cruiser fights flying a rifter into a fleet fight is pretty much asking to get popped first.
The Punisher on the other hand can field a massive tank 4 lows combined with it's natural resist bonus allows it to easily boast a 10k EHP tank. the fit I use for fleet fights gets around 12k with implants.
It is however slow and ponderous compared to the Rifter.
Rifter V Punisher with competent pilots and good fits is pretty much a draw. Properly active tanked the Punisher can hold up against the rifters dps (assuming it forgoes a propulsion mod to fit a booster) however the lack of speed and ability to fit a prop mod + web + scram means that the Rifter can easily run away if the fight isn't going their way.
Which is exactly what happened the last time I 1v1'd a rifter v punisher (I was flying the rifter) I couldn't break the Punisher's tank but he couldn't force me to stick around and die.
The rifter is also a bit more flexible while the Punisher is pretty much stuck to being a close up brawler with an Armor tank. The Rifter can be fit for speed or armor tank or can be flown in a Sheild setup with a MSE giving it a darn good tank. I have a fit I use for FFA's that has a passive regen in the 40s and a good buffer as well.
In the end my advise is to train both and use the appropriate tool for a given job. There is a lot of overlap in skills (as long as you fly the Punisher correctly with Autocannons :) )
When I finally decided I was tired of being primaried first in every fleet fight and switched to the Punisher it was a quick 10 hour train to Amarr frig 3 (haven't even done Amarr Frig 4 yet since I'm on an Int/mem map).

Op is correct in observing that both the riffter and punisher are similar in that they're dedicated gunboats as opposed to the 50/50 gimp for the merlin and tristan. Overall the riffter has a slight advantage for speed and the flexibility of the 3'rd mid. However, no other frig comes remotely close to the punisher for tank. 3x150 AC, small nos AB, Scram DC 2, T2 small rep, 200mm plate, and t2 adaptive nano or gyro. Still tons of pg left for damage rigs or step up to 200's with tracking rigs. You might get kited by an mwd frig but chances are you'll be able to perma tank them. Thus OP's original question, which is better for learning pvp, go with the plated AC punisher. the larger tank will allow you to hang in fights longer, is more forgiving of mistakes and bad tactics, and while you might not win the longer the fight goes the better your odd's. ** Pro-Tip: Name you ship " T1 1v1 " Best advertising to score action. Sure the Punisher can tank well, but the Rifter can control range and disengage at will. In a fight between the two ships, a Rifter may not WIN an engagement, but a rifter should never LOSE an engagement.
If you learn PvP with a Punisher, you will spend a lot of time dying because you can't control range. Use a Rifter.
