Thats not too disimilar to what I used when starting out on level 3s, though I had a webber instead of a cap battery in my meds.
The natural progression from this as your skills improve will be to go for larger guns. Eventually losing the x4 Resists as you don't need em for most level 3s once your BC skill is at 3 or 4.
High x7 200mm T2
Med x1 10MNAB T2 x3 Cap Recharger
Lows x1 Med Repper T2 x2 Active Hardeners (rat specific) x1 Mag Stab II x1 PDS
x5 Med Drones (T2 if possible)
This will shred anything on a level 3 and happily tank through even the toughest missions. Lower bounty cruisers will almost insta pop in the face of this firepower and tougher cruisers + BC don't last very long either.

Hehe, better safe than sorry.
Seriously though, try dropping the 4 hardeners for just 2 active ones and fit a PDS to give you the grid to 7 200mm cannons and give it a whirl.
I managed to do all level 3 missions just using 2 EANM T2s + Damage Control as my hardening (no mag stab fitted), so two active hardeners should be more than enough for all level 3s.

Lose the plate. It is not necessary with the right hardeners in the lows and a decent repper.
While your 4 ions do hit hard, ships have to be close for you to damage and in missions that is a lot of time spent getting close where you do no damage. If you have rails in there, 7x200mm for preference, then not only will you pop most things before they get close if you use the right ammo, but anything that gets within 20km will also go quickly when you reload to AM. With the right skills, guns and tank on level 3s, it is possible to warp in and remain stationary for almost the entire mission (apart from moving to gates) and just frag everything from warp in.
Blasters are great for belt ratting in 0.0 where you can control your warp in distance easily. Again lose the plate and fit as many ions as will go in.
