Haha, no the sorc from diablo with 15% was just an example...think more about something like 0,05% per hit. 
It should still require some effort and at least a small (10-20) fleet to get stuff done....

Sounds like you need gank fit Oracles.
More dps than most BS, and very little ammo usage (or none, though you do lose dps with t1). |

You can not gear towards small alliances without a bigger alliance gaining a bigger percentage of "win factor" even if its just..... more damage to structure and for the "small alliance/corp."
