It looks to me like an in-game rational for the accelerated training newbies receive. Probably simplifies the code base to do it with an implant rather than the custom code it must use now.

would mean that the bonus last 35 day for a newly created PC and not until your each the XP threshold.
Better for a veteran that can give high level implants to a new character, worse for a true newbie.

This is pure genious. We all know how the current learning curve looks like: it's a steep cliff and you start at the bottom.
With the bonus to damage for turrets and ROF for missiles lasting for 35 days, the learning curve will look more like a half-pipe.

Interestingly it occupies a booster slot, not an implant slot. So you can combine it with a full set of Attribute Enhancing Implants.

the learning curve isn't about skills, it's about understanding even and this would actually only make it more complicated (not by a lot, just saying it's the opposite of helping the learning curve).
