Actually, pirates ARE taxed about 50% already.
After all, half of a ship's contents don't survive the explosion, hence a 50% tax.

Sure, I can support a 50 percent tax on pirates. Only if we can put the same tax on the pansies who stay in NPC corps where they can't be wardeced. By cutting off the chance of losing their ships in Wardec PvP, they are hurting the same carebear industrialists you are looking to protect. These carebears need to sell more ships dammit!
