Closest thing you can get to a decent loadout is an armour tanked raven, it's passable but the lack of damage mods is painfull... EVE Trivia EVE History

I was thinking phoon maybe, i couldn't remember if it had 4 or 6 missile hardpoints.
Shame it's just too damn ugly to consider though. ------

Years of being told it was ugly also made it cold, callous, and tough.
If you focus on torps and neuts, you can have a passable Phoon with only a moderately ridiculous training schedule. It's great fun, though fairly vulnerable to smaller ships (like most Battleships).

Typhoon and raven can both be armor tanked missile boats. The raven, however, takes a bit more work if you want to run it as a torpedo boat due to lower grid output.
The following is just a test built I EFT'd out a few months ago and it's more or less intended for short-range combat as opposed to extending the range of the torpedoes and going from there.

That, on the other hand, doesn't need an implant and does about 1/7th more rDPS without drones. Admittedly the lack of the second painter, and potentially the webber, will reduce its rDPS->eDPS conversion, but drones take its top rDPS output up to 1129 versus 917 on the raven. It'll also out-tank the raven, for whatever that's worth.
A more sane setup for the raven would probably be to take advantage of the range bonus and add at least one if not two range-based rigs to either get up to 52.4km with javelin ammo with one rig and 40.2km range with standard ammo and two (non-stacking penalized (IOW 1x thruster, 1x cache)) rigs.
/shrugs
Either way you slice it though the raven's not going to be top dog very easily, if at all, in an armor tanked missile boat comparison.

Besides, my typhoon's still packaged and my raven's set up for an older style of armor tanking, dual-rep cruise launchers.
