Factional Warfare is *not* 90% there. Barely 50%. Without stakes and both individual and collective rewards, it's a ghost town feature, because it's a money sink in a game where earning money is one of the biggest goals. In those circumstances, it just becomes a toy for mission runners who want to take a small break from paying destroying dumb NPCs.
I'm not a specialist of the current state of things in 0.0 since it was eating too much of my time for me to keep playing that part of the game, but some feedback I got from others lets me think that Dominion sovs aren't 90% complete either...

Are things really BROKEN or are people simply unhappy because they'd like to have a Hyperion cost 50 million isk and have a 350 m3 drone bay, 10 low, medium, and high slots, and the ability to field 10 heavy drones at a time instead of 5 medium? Are missiles REALLY that much of a problem or are people just unhappy that they didn't train them?
There's a difference between wanting to fix something that's broken and simply wanting a buff to your own build because you trained up the wrong way.
- LowSec. All of it. Including FW.
- Dominion Sovs, without treaties.
- Rockets and Hybrids.
- PI. Released in a shameful state. But that one will get some love soon, at least.
I will let other players add to this list, but that's a start.

I have the impression that we build our characters in a certain way that suits our play styles, and that if something outside that realm is seemingly broken to us, maybe it's because we just don't need it. For instance, if no one likes using rockets, why fix it? Why not get rid of it altogether and add a different item instead? This is just my perception because I've only been playing a few months.
Some people have trained their characters around some of those things for 6, 12 or 18 months. Getting rid of those things instead of fixing them is a good way to lose those customers permanently.

The thing is, last time I've checked, we were customers and paid 150 dollars/year/account. It makes sense to answer *somewhat* vehemently to CCP's message in those circumstances, because it seems like they expect us to behave like the service they provided was free and given out of goodwill, and that we would thus accept anything with infinite patience. The CSM reports show that we weren't loud enough in making ourselves clear, although I am more and more thinking that what EvE needs is a small (but significant enough) decrease in customers, so CCP will finally see where the money comes from and what their priorities should be (hint: not Dust.)

Maybe because they intended for people to use them, but people just don't use them because they don't like the feature?
Or maybe because they failed at making them interesting, like it's the case for rockets.
