I try to get as much time with the CSM as possible because their feedback of the topics at hand is incredibly important. This time I had three sessions with them, each valuable in their own way. The session you refer to was about the design and mechanics of my new feature, not its feasibility or justification. The expansion in general and what it contains were another session, and those notes don't reflect that. I'm a game designer, I don't put the blocks of an expansion together and if those notes should reflect that, it just shows we've communicated those meeting notes poorly. For my part in that, you certainly have my apologies.
To add clarification to this point. The discussion on the winter expansion as a whole vs the actual feature under discussion should probably have been made clear.
The feature itself has the potential to be really cool and the technology could possibly lead to other improvements. CSM had reservations about certain aspects which might impact on other gameplay but in general there was positive discussion about this.
However the CSM disagreed with the scheduling of the feature and would have preferred CCP spend the dev time iterating on existing features instead of working on a new one. It was this point that was reflected in the minutes which then didn't represent the discussion of the feature itself.
We were lead to believe that moving the CSM summit to just before the expansion planning meetings would allow player raised issues to be considered, so we were a bit surprised to find out so much had been already pre-allocated.

The CSM has a pretty significant list of issues CCP has implemented and are in the process of implementing (my team implemented one of them a week ago). It's a shame that the number of issues we've handled and are planning to handle in the near future are not communicated better, instead of only the negative issues. The CSM has had a fantastic impact on the way we do things around here, from influencing our processes and increasing focus on iteration, to providing us with a list of things to fix. If you're not being told just how many of the CSM issues are being worked on, then I completely understand your view on it an that's a shame.
One of the action points from the Summit was to get CSM player raised issues flagged as such. Currently something raised by the CSM could be implemented without anyone closing the request.
This is an area that we hope will be improving.
