When you route and save to a factory if you have resources it pulls the resources needed when your route. Then when you save it pulls resources again, this creates a huge sink hole in production.
So, until this is fixed if you add a new factory to a planet and route it while you have the needed resources it will pull double. My suggestion is to move everything into the customs office leaving only enough resources for one cycle then move everything back.
I have submitted a bug report, I just thought people might like to know as I didn't see any thread on this anywhere.
If you think I'm wrong, Drop 6k units on a planet and make something that costs 3k of those units. When you route it you'll see it pull 3k and then when you click save it will pull the rest. I've tested it several times on different planets to see if it was just that planet or not.

When you create the route (before submit) it pulls enough to fill the buffer.
When you hit commit, it moves that into the production area, emptying the buffer.
Then the buffer sucks in the next cycle's worth.
Thus, it takes 2x to start from nothing.

This isn't right because if you drop extractors and submit to start the extractors up. The first 3k the extractor yields is pulled to the factory and the factory starts up. Then you start building up resources while the extractor runs. It costs 6k units if you have resources and route/save and only 3k if you link everything before you have resources? That doesn't sound right.
Like I said I tested it, drop 6k and then route it and save it will pull the 6k. A half hour later for next cycle the factory will stop as it's out of resources.

Lets pretend we drop 9k down from the Customs office.
The first 3k will go straight into the process leaving no sign of its existence other than a timer dial on the basic factory.
The next 3k will be in the input queue of the BIF.
The final 3k will still be in the space port.
An hour and a half later, you'll have 60 p1 products in your space port and no p0s anywhere. (Assuming that's where you routed it.)

Ok, maybe I'm looking at things wrong. So, the orange bars are a buffer and the white timer circle is resources being used? If so then that makes sense, I guess. I guess I missed the end product as I wasn't counting that.
Thanks for clearing that up for me.
Just a bit confusing the way they have it set up. I thought the little picture when you clicked on a factory was what the factory was using to produce something. When in reality it's tell you how much is in a buffer and waiting to be processed.

Indeed Droxlyn is entirely correct. There is no bug. This was by design, and has been discussed a lot in previous threads.
