Supposedly something was said which led people to think so, but aside from that, just go look at the recent blog post detailing their future plans. If they do have any plans for FW, it's coming well after Incarna and DUST, and all kinds of other things. At the very best it might get revisited in 2-3 years.

Aside from getting standing loss for RR'ing blinkies the stuff that is broken in FW is the plexing side of things.
Free wardec works fine.

Again, not everybody wants to PVP 100% of the time they are playing. Some people like to sit back and relax for a little bit doing mindless stuff.
If you want to PvP as your time allows it, then FW might be just the thing for you:
1) You can get fights 23hrs a day in the occupied low-sec regions.
2) In your empire's high-sec you are much safer then with ordinary war-decs, since the faction police goes after faction enemies.
The important part is: you don't have to pvp as soon as you log on. But targets and friendly pilots are available at all times.
I don't know what your current pvp experience is, but in low-sec you are better of with intel or a scout. FW gives you access to both if you want to.

My experience of FW has been generally positive, so much so that I've actually returned to it. I have had some of the most fun PVP encounters there and its certainly worth a bash at if you want some easily accessible pvp without getting cut off from Empire.
That said some of the overall combat can be as laggy / blobby as Null Sec in certain places. The rewards arent great - this is a place to expend a few Tech 1 cruisers for fun, not your faction fitted Navy Apoc.
Provided you don't take FW too seriously its a good diversion for an evenings play.
