I've seen kids type better than the OP. Am slightly confused, is it perhaps the son that is trying to get back at the guy who scammed his dad?

Stalking people across EVE, repeatedly attacking/killing them is fine. You have to go damn extreme for it to be considered harrassment. Look at many of the alliance fights, plenty of them being grudges that's been around for five-ten years, they just keep attacking same guys repeatedly because they feel like it. Plenty of mercs have and has had 'denial of service' (blocking stations, trade routes, highsec, stalking etc) as part of what they offer. Short answer; no, it's not cyberbullying.
Alot of people misunderstand this part, they think "harrassment" means "people that annoy me". Tho, you have plenty of tools at disposal: ignore list (won't see their typing/convo), you can fight back/kill them, in highsec they either have to suicide gank (consequences) or wardec you (you can fight back), etc. It takes quite alot for this to ever be an issue that GM's get involved in.

No problem mate, my brothers typed this bad when they were teens too, fortunately it got (slightly, not too much tho) better when they grew up and moved out of our mums basement.
