We all know well and nobody will disagree: Any new player inventing T2 stuff is an insult for every veteran which cause hundreds of long time players to depression-quit the game. That's a proven fact because less than X% of the subscribers play longer than Y years.
Now, this thread is made to offer a solution for that calamity.
T2 BPOs must be given out by a new lottery! But this lottery must only be accessible to veterans (4 years and more) and the chance to win increases with the player's age. Those new BPOs finally allow the veterans to compete in an appropriate way with the noobs' T2 invention business which is necessary for the sake of fairness. Because when someone who has started the game 4 years ago sees that some other one who has started the game last week does the same T2 stuff, the first one will think "why didn't I wait to start the game until last week?" and he will quit the game for the next 4 years to compensate for the wasted past 4 years.
Clearly, checking the market every day to find that a new player has to lower the price for his invented T2 stuff far below invention and manufacturing costs is not acceptible and they need compensation!
But what could this be?
An industrial aid fund which guarantees that the loss in the invention business new players have finally to suffer from is compensated by some piles of small carbonized lead ammo (not more in value than the loss from T2 invention of course)?
Or is it perhaps the better way to give out symbolic compensation, say the bronze, silver and gold medal of industrial failure per 10 million, 50 million ISK loss and for being a small carbonized lead stock tycoon?
Or maybe double the speed of the survey progression bar for 5 PI extraction surveys per 10 million loss in T2 invention?
Whatever it is, one thing is clear: New T2 BPOs MUST be given out to the old players! No doubt.

I'm sure this was intended to get my goat.
Unfortunatly, I don't find the "new lottery" that favors long time players (4+ years) to be a bad idea. Far from the best, but much, much better than the current situation.
With a new lottery system, at least I will know that if I play long enough, I have a resasonable chance of eventually getting my hands on a T2 BPO for acceptable RoI. MUCH, MUCH berrer than the current situation where regardless of how many decades I play for, I'll never be able to get one for an acceptable price.
Of course, by that time, invention will be totally worthless and the profitability of T2 BPOs will be no better than T1 BPOs.... BUT, AT LAST, the playing field will FINALLY be level.

After reading Tarawas thread, with all the emo-raging of T2 BPO holders, this is the appropriate answer.
Now let the T2 BPO holder haters flame away...
Made me loled very hard.

The new lottery must be indexed so that next year it's 5 year veterans and over, then the next year it's 6 year vets, etc. There should be no chance of anyone ever being allowed to catch up.

ooh, so we might as well give all new players 100 mil SP bcause else they can't compete with older players in pvp.

Thanks, that's a great idea! It closes a serious gap in my concept. If new players could ever reach the point to participate in the new lottery they would have a double benefit: As a starter and looser in invention the great compensations I have proposed and then after a few years the chance (and perhaps success) to win a T2 BPO. This is again unfair against the T2 BPO owning veterans who had never the luck to get those generous compensations.

Aha. I see the problem here. It is actually two-fold:
1. Your definition of an "acceptable" RoI is too high (namely, above the level the market has decided).
2. You fail to understand the concept of RoI... for two reasons. A. Just because you didn't straight buy a BPO from another player doesn't mean you don't have an investment in it. Time is money, research slots have value, and opportunity costs exist. Spending other resources in lieu of straight ISK doesn't make those costs any less real. B. ROI is cost divided by profitability, and YOU being able to get new BPOs means OTHER people can get new BPOs too. Increased supply = decreased profitability = worse ROI. Adding new T2 BPOs to the game again wouldn't mean that you'd be able to snag yourself a hugely profitable BPO for next to nothing; it just means you'd be able to snag a pretty average BPO for research points or from invention or w/e instead of buying them from market or players.

Just so long as the cutoff is after feb 06, that's fine with me.

I you're a vet like you say and in all that time you haven't made enough ISK to obtain T2 bpo's, you are bad at the market, don't have the skill to make a T2 bpo worthwile and gerenally fail at that particular part of the game.
In short: you don't deserve a T2 bpo.

The only thing that ever was wrong with T2 BPOs was introducing them into the game in the first place. Now that they exist, they are balanced with their abilities, and invention provides the release valve.
As such any change to this more than the natural progression towards invention by increasing player numbers would be the second worse decision surrounding T2 BPOs since their creation.
